It is obvious today that Old Autocrat and his crony have defaulted on the state's pledge insofar as her peasants of color are concerned. Instead of following the pledge's sacred obligation, the regime has given the peasants a smelly fart to enjoy, a fart which has that stench growls "fark off lesser mortals."
