The Palestinian part of land cannot be developed. As it can be seized at any time. So no banks or investors willing to put money doing it. I imagine those current homes were built using AID or donor money.

In totality, jizya is payment from kafirs to the administration for securing their safety, protection, legal service , conduct business and own property and assets. It must be remembered that under Islamic rule, the is no other tax. No land or property tax. No income tax. No gains tax. No tax on business.

This officially makes the KAFIR a member of the area being administered. They are allowed to move freely, and practise their religion without harassment.

If I remember correctly, jizya is a fixed amount to be paid per head. The best part about it is that they are exempt from military, or other service unless mutually agreed upon.

Now compare this to the zakat that every muslim has to pay. It is 2.5% of your asset wealth every year and when called upon to do military duty or any civic duty, you must oblige.
