Not bone problem.
Looks to me he has neurological problem unable to anterior flex shoulder and even abduct the shoulder. Bilateral. Usually bilateral more a sign of something systemic.
Maybe he has some C4 C5 C6 brachial plexus injury? Erb's palsy?
It gets better because of the repeated use and flexing of the muscles invovled. Fires the nerves to work. Physio in that sense. Nothing to do with the neck cracking and manipulation.
Or systemic disease causing proximal muscle weakness? Thyroid disorder? Cushings? Adrenal?

Not talking about in general. I am all for use of alternative treatments. I myself trained in acupuncture and moxibustion.
But certain injuries really nothing can help liao.
One of those is severe nerve injury. Not the neuropraxia type but the axonotmesis type. Complete disruption of the nerve. No connection liao. Gap.
Nothing works perfectly. You got some improvement maybe with some small nerve fibres but the main nerve gone means gone.
It could be that boy has a nerve injury bilaterally. Or he could have some endocrine or metabolic disease that causes some Proximal Muscle Weakness. Thyroid condition? Adrenal? Cushing's?
If systemic possible to treat it then the proximal muscle weakness will recover.
Muscle and bone alignment does nothing for Thyroxine and Cortisol levels.
This one I agree chiropractor and tit tar would be very good treatment modalities. Can also add acupuncture and cannabis CBD or THC mix.
That guy looks like has Fibromyalgia or some complex regional pain syndrome. Doesnt really matter with diagnosis really. Treating pain with no surgical cause or underlying pathology that is treatable is all the same.

Also be aware of vertebral artery dissection when going for neck manipulations. I have seen cases at the ED before.

Muscles and nerve system is one altogether. Nerve system is the sensor component of the muscle system.
When a muscle part was injured the sensor is activated and send signals to the brain to generate the alarm.
Electronic technology is all about sensor system. You know electronic theory is the same as the body nerve system.

Nerve has both motor and sensory when it comes to the musculoskeletal system. To be specific motor, sensory (touch, pain) and propioception (position sense). When doing neurological exam for the limbs got to test for all 3. Also have to differentiate muscular/joint disorder vs nerve disorder when it comes to limitation of movement in joints.
The human body is very complex. Plus the perception of the person to various stimuli is variable. Higher tolerance of pain in some, lower in some. This makes for very complicated treatment of pain.

Pain management is big big here in North America. If you really have something that can relieve pain for everyone 96.9% you will be damn rich liao.
If one is dead, there is no more pain and suffering.
A paralysed person can be healed. A person cannot get paralysed for no reason. Like electronic system there can only be one component faulty which caused the system to stalled, same a paralysed person.
A person was hurt badly from crush or big shock to his sensory system to breakdown, open circuit.
So where is the part of the body has open circuit. Find it and fix it.
Base on my ability to solve electro-mechanical problem fault I can pinpoint which part of a single component failed miserably.... and fix it.
