Just buy a cheap phone and non-contract phone plan.

Huawei is a dead brand, I wouldn't touch it.

The Samsung A-series phones are quite popular, and in fact they consistently outsell the super expensive S-series Galaxy phones. The Samsung Galaxy A71 has received great reviews, although that is priced higher than your budget. I have no opinion on either Oppo A12 or Samsung A11... personally I'll get the Samsung A11. It seems like an okay entry level phone released in 2020.

These cheap phones use very low-end processors. The newer OS is very bloated and you will experience slugginess.

None of the phone models I used before.
But I will skip Huawei for now.
First choice is Samsung and then Oppo.
I recommend base on branding but the model spec you need to look into it yourself.
 
The Oppo A12 uses a Mediatek chip, which I do not recommend at any price point.
