<small style="color: rgb(153, 153, 153); font-size: 10px;">10:48 GMT, April 20, 2010</small> The Republic of Singapore Navy (RSN) and the Indian Navy (IN) conducted the annual Singapore Indian Maritime Bilateral Exercise (SIMBEX), from 3 to 16 April 2010, in the Andaman Sea and Bay of Bengal. This was the 17th instalment in the series of exercises between the two navies.

The RSN deployed a frigate, a missile corvette and a maritime patrol aircraft for the exercise, while the IN participated with a destroyer, a landing ship tank, a submarine and two corvettes, as well as air assets including a maritime patrol aircraft, a maritime reconnaissance aircraft, fighter aircraft and a naval helicopter. The exercise saw the integration of naval and air assets from the two navies.

SIMBEX has grown in scale and complexity over the years, evolving from training-oriented anti-submarine warfare exercises to advanced naval warfare exercises involving air, surface and sub-surface dimensions. The RSN and IN share a long-standing defence relationship. Aside from SIMBEX, both navies also interact regularly through professional exchange programmes, staff talks and courses.

Singapore achieved a sharp return to form following the global economic crisis and sustained government investment looks set to drive development over the coming years. The government announced a 12.0% spike in development expenditure for FY10, markedly higher than the 7.0% average seen in the previous five years. This is on top of the government forecast of a 25.5% jump in FY09.

The city-state's political stability has resulted in a high level of trust for government actions. A survey conducted by PR firm Edelman showed that trust in Singapore's government stands at 84%, far ahead of global average of 49%. Singapore is also well regarded globally and is involved in multinational peace support missions.

Military expenditure is expected to remain high. We expect defence expenditure to remain between 4.8% and 5.9% of GDP over the next few years. Singapore's export-orientated economy will be a key beneficiary of any pickup in external demand, leading us to believe that real GDP growth came in at an estimated -2.3% in 2009 (an upwards revision from our previous forecast of -3.6%).

Singapore's military recruitment strategy is similar to that of Israel, owing to its small population and relatively high defence requirements. The military relies heavily on conscripts and reservists, advanced weaponry and a core of highly trained, professional active military personnel. In addition, the Ministry of Defence maintains a strict zero-growth policy with regards to military recruitment. This has led to increased reliance on unmanned defence technology for the army, navy and air force.

A security warning issued by Singaporean authorities in March 2010 about a potential terror attack on oil tankers passing through the Malacca Strait highlighted the risks facing the country. For many years it has been believed that Islamist militants want to target the strait to disrupt global shipping. The Singaporean armed forces have over 166,000 personnel.

Defense minister visits Singapore for security summit

A high-ranking delegation of Vietnam’s Defense Ministry led by Minister Phung Quang Thanh is on a working visit to Singapore for the 9th Asian Security Summit or Shangri-La 9.
Thanh visited the submarine rescue ship of the Singaporean Navy and the Information Fusion Center (IFC) on Thursday.
Founded in April 2009, the IFC is run by a group of naval officers of Singapore and many other countries.

The center was set up to collect and share maritime information with the naval force, legal enforcement agencies and companies in order to reduce security risks such as terrorism and piracy.

At present, the IFC has connected with the naval forces in 27 countries, including Vietnam. Singapore has earlier asked Vietnam to join the IFC’s management board.

</TD></TR></TBODY></TABLE>Exercise Garuda-2010, which began June 13, is a "milestone in the India-French defence cooperation", an Indian Air Force (IAF) statement issued here quoted Air Commodore S.K Ghotia, air attache at the Indian embassy in France, as saying.

"This has been the widest scope ever accomplished between the two nations," added Ghotia, also the chief coordinator of the exercise.

During the exercise, the three air forces have engaged in a variety of missions ranging from close combat, engagement of large forces, slow mover protection and protecting and engaging high value aerial assets.

"Over 60 missions have been successfully flown," an IAF spokesperson said.

The IAF's SU-30s took part in the high value airborne asset protection and protection busting missions.

The IL-78 refuellers of the IAF and their KC-135 counterparts of the French Air Force also participated in various missions carrying out refuelling of the fighters. Refuelling denials were also practised, making these missions more difficult.

The SU-30s were subjected to the "swing roles" where the same aircraft simultaneously performs offensive as well as defensive roles, the spokesperson said.

The E-3 AWACS (Airborne Warning and Control System) provided radar coverage during the exercise.

"Our participation in the exercise has reinforced the manner in which we conduct our operations. It has also helped us refine our doctrine," said Air Marshal K.K. Nohwar of the IAF who visited the Indian contingent in France.

There was a slim chance for any country to operate in isolation "especially in a co-operative defence scenario", added Nohwar, the air officer commanding-in-chief of the Shillong-based Eastern Air Command.

"Knowing each other's best practices in terms of tactics, techniques and procedures is the main objective of this exercise, which is also a part of the on-going Indo-French defence cooperation," he said.

The IAF spokesperson said Indian pilots who participated in the exercise "gained tremendous learning experience".

"The engineers, technicians and all other members of the team have also benefitted substantially."

The IAF contingent is expected to return by July 3, 2010.

'Arms ship' allowed to leave Cyprus waters

Nicosia - Cyprus said on Friday that a cargo ship detained since June 11 could continue its journey to Sudan as the explosives and tanks on board were not in contravention of UN sanctions.

The Antigua and Barbuda-flagged "Santiago", which was bound for Sudan and Singapore, has been anchored off the southern city of Limassol under police guard with a suspected military cargo that would contravene a 2004 UN embargo on arms sales and deliveries to Sudan's war-torn Darfur region.

Commerce Minister Antonis Paschalides told reporters that after a thorough check of the ship's papers everything was in order and above board.

"We have issued an export permit for the military equipment to Singapore and also permitted the export to Sudan of explosives loaded on the same boat."

He said that Cyprus, as an EU member, had an "obligation and responsibility" in following the correct procedures to ensure the ship's documentation was genuine.

Cyprus police said the Santiago would be on its way once it has refuelled.

The decision to free the vessel comes after Sudan said the cargo ship seized by Cyprus has explosives on board for a gold mining firm.

"The boat contains explosives destined for Port Sudan, for mining firm Ariab which needs them to work a gold mine," Abdelbaqi al-Gilani, Sudan's minister responsible for mining, told AFP on Wednesday.

"Sudan has been importing explosives since the early 1990s to work this gold mine, and has never had any problems in the past. It's the first time this has happened. It's absurd," al-Gilani said.

Cypriot officials examined the vessel after US authorities alerted them that it was carrying a large amount of explosives bound for Sudan, as well as tanks for Singapore, Phileleftheros newspaper reported.

The paper said there were over 250 tons of explosives on the cargo ship and at least a dozen Leopard tanks.

The United Nations says 300 000 people have been killed and more than 2.2 million have fled their homes in the Darfur conflict since 2003. Khartoum puts the death toll at 10 000. - Sapa-AFP

How much does a 1-star, 2-star or 3-star earn? Quite interesting to find out. Upwards of 20K per month? I know they are very well-paid but just dunno how.

I kinda notice that there is a shift in rank in some positions in the SAF. During my time in NS, more than a decade ago, mu unit CO estab rank is only Major. Now it seems to increase to LTC. Even my unit BSM is a warrant officer when it used to be only staff sgrt. And I also see a lot of funny ranks around. I dun even noe wat to greet them. But do i care? Of cos not. :p

It doesn't matter that nobody cares. He has a right to post on whatever topic he wants, as long as he does not abuse anyone.

Chinese Defense Minister Liang Guanglie made the remarks when meeting with Chiang Chie Foo, visiting Permanent Secretary of the Singaporean Defense Ministry.

Recent years had witnessed a rapid development of China-Singapore relations, with political mutual trust, a reciprocal and mutually beneficial economic relationship and fruitful cooperation, Liang said.

Bilateral military ties had undergone a healthy development, with sound exchanges and cooperation mechanisms, frequent high-level visits and good cooperation in personnel training, joint military training and escort missions, Liang said.

China was willing to work with Singapore to continuously boost relations between the two countries and armed forces, so as to play an active role in jointly safeguarding regional security and stability, he said.

Chiang said Singapore attached great importance to the development of its relations with China.

The two armed forces were expected to maintain exchanges and cooperation and to strengthen understanding and mutual trust, he said.

Ma Xiaotian, deputy chief of general staff of the Chinese People's Liberation Army, and Chiang co-chaired the third China-Singapore defense policy dialogue before the meeting.

Both sides exchanged views in-depth on regional security, relations of the two countries and armed forces as well as other issues of common concern and reached consensus on further strengthening military ties.

They agreed to continue to enhance China-Singapore military cooperation and promote the development of friendly and cooperative military relations.

The two nations held the first defense policy dialogue in January 2008 in China and the second in March 2009 in Singapore. (Xinhua)

Exercise KAKADU 2010 begins off Darwin
What: More than 3,000 officers, sailors, airmen and women from four different countries are set to take to the waters north of Darwin to practice their maritime skills in Exercise Kakadu, an important international exercise hosted by the Royal Australian Navy.
When: 16 August to 3 September 2010.
Where: Northern Australian Exercise Area off Darwin
Background Information:
The Royal Australian Navy will host the largest international maritime exercise in Australia for 2010 off the coast of Darwin. Ships and aircraft from Thailand, Singapore, New Zealand and Japan will join eight Australian Navy vessels in Exercise Kakadu which aims to promote operations between Navies.
Exercise Kakadu, now in its 20th year, is a maritime exercise aimed at developing interoperability in multilateral operations. The exercise aims to improve the Australian Defence Force's ability to work with international naval forces in maritime security exercises and activities and will test the effectiveness of participating assets during operations at sea.
During Exercise Kakadu the Australian Navy will be represented by the Replenishment vessels HMA Ships Sirius and Success; three ANZAC Class Frigates HMA Ships, Arunta, Warramunga and Toowoomba; two submarines, Dechaineaux and Collins; and an Armidale Class Patrol Boat HMAS Albany. Australia is also represented by Royal Australian Air Force assets. ENDS
