For those who are siding the driver and shifting the blame onto the victims, let me show you the likelihood analysis. I deduce from the aftermath photos that the collision point likely occured as the victims were trying to get across the carpark entrance. There is also a STOP sign at the end of the pedestrain path, which the driver will clearly be able to see, unless the driver is using her phone of course.

Personally I've parked at that carpark several times and common sense tells me to drive extra slowly whenever I exit as that area has high pedrestrain traffic due to it being a tourist site and near proximity to Maxwell MRT Exit 1. So I don't see how it can be argued that the driver was not at fault. Knowing SG lenient road laws I lack the faith to believe there'll be any justice for the victims.
