Cat in Yishun found dead inside rubbish chute with cable tie around neck, NParks investigating

A black cat was found dead inside one of the rubbish chutes at Block 398 in Yishun.
Cable tie around neck
According to a post on the Facebook page "Yishun 326 Tabby cat", a cleaner who was clearing the rubbish chute found a cat's body inside.The cat was described as having an untipped ear, which suggested that it had not been spayed.
It was wrapped in a red plastic bag, with a cable tie wound tightly around its neck.
"We have verified that this is not a community cat," the post read.
It also stated that the case had been reported to the National Parks Board (NParks), and the carcass was handed over to them.
NParks' response
In response to Mothership's queries, Jessica Kwok, who is the Group Director of Enforcement and Investigation at NParks, confirmed that they were alerted to a cat carcass found in a bin chute in Yishun.Kwok added that they are investigating the case and a post-mortem is being carried out.
She also reminded members of the public to promptly report suspected animal welfare cases, such as animal cruelty or neglect, to NParks at go.gov.sg/reporttoavs, or call the Animal Response Centre at 1800-476-1600.
They take all feedback received from the public seriously, she said, and will investigate suspected cases thoroughly if sufficient information is provided.
