5个多月,2架新飞机以高度相似的原因先后坠地,不仅酿成全员罹难的悲剧,而且让人看到一个步履蹒跚的巨人:作为全球航空霸主的波音公司,似乎并不知道如何真诚回应远超其意料之外的冲击。
埃航坠机当日,公司CEO的推特更多是站在有同情心的第三方视角,为家属祈祷,为调查提供技术支持,随后是在全球停飞的“反叛风潮”中保持近一周的沉默,以及在黑匣子初步信息解读成功后的再度发声,但这个11次提及“安全”的声明,并没有人们最希望看到的道歉,更不要说赔偿了。

更值得关注的,是埃航出事后各方的应对反映:中国民航局率先做出了全部停飞737M8的决定,由此引发的全球停飞风潮,被欧美媒体定义为“全球反叛”;而美方相关部门最初的反映是以部长亲自乘坐的方式,继续为737M8的安全性背书,直到特立独行的特朗普签署了停飞令。
实话实说,波音的运气还是不错的,一则是在欧美发达国家,至少到目前为止,没有因为同样的原因,出现灾难性的事故;二则是特朗普果断踩下了刹车,至少暂时切断了悲剧第三度上演的可能性。说是中美共同挽救了百年老店波音,也并不为过。
虽然埃航事故的最后报告还没有出现,但各方对事故原因的主要技术解析,已经大致可以提供一个可以接受的解释,具体来看,大概率的原因,就是MCAS系统本身的不完善,导致了飞行姿态的失控,最终导致灾难性的后果。从更加宏观的角度来看,波音的垄断地位,大力支持波音公司的美国霸权,没有继续保持突破性创新的动力,对可能的风险因为各种原因,没有保持必要的警惕,应该是比技术原因更加根本的问题。
任何一本基本的西方经济学教科书,都会对自由竞争和垄断的利弊,进行深度的剖析;因为垄断而失去进取的动力,导致被取代,无论对公司,亦或者对国家而言,也从不缺乏实际的案例。这是某种被反复验证的普遍规律,不会因为任何行为体的特殊性,而出现例外。

对美国而言,如果足够明智的话,波音的问题,不仅仅是飞机的灾难性个案,而且应该成为美国霸权正持续滑向某个危险境地的最显著征兆:造成美国霸权衰落的主要威胁,并不是中国的崛起,更不是华为这样优秀的中国公司,而是源自美国内部。长期处于超级大国地位的美国,如果继续满足并沉迷于霸权带来的优势,满足于基于利润最大化计算的各种微小改进,失去了颠覆性创新的能力和勇气,那么历史上曾经出现的交替,就会不可阻挡的出现。这是不以人的主观喜好而变化的客观必然。
很显然,如果没有断然行动,从天上往下掉的,将不仅仅是波音的飞机,还有美国的霸权。
