It not just stones, there are gunmen hiding among the crowd of stone throwers. And this people are usually the one caught in cross fire. The moral and legal liability lies in those whose use them as human shield rather than the one who killed them which might not necessary be IDF.
If those stone throwers wants to come in harms way, good riddance to them.
