The parent should not have been so honest to self disclose illness. As far as I know enrolment of any sort doesn't ask about medical stuff. At kindergarten level who will know the child will be a dwarf in future ?
If that's the case then it doesn't really tally with what the parents state that their child doesn't need any special care. Or perhaps the parent should tell the principal not to even take special note of their child. In fact even any normal child would require eyeballing by the teachers
