First, in this day and age all aircraft are equipped with ADSB (goggle please) which allows live tacking of aircart every time it flies. Nothing to do with commercial or charter. Even new single engine Cessnas are equipped with ADSB. So the entire archive of the flights done by this G550 for the past year can be viewed on a number of tracking websites on the internet for a small subscription fee. And the history clearly shows this plane spends 80% of the time circling Singapore and hardly any commercial flights.
On pilot training, it's far cheaper to do all the training on state of the art Level D simulators which are so realistic that it allows the pilots to move from simulator straight to the actual aircraft immediately . So what is the $105 m contract about. Looks some some kind of left pocket, right pocket subsidy of some kind, borne by taxpayers.
Most major casinos which include MBS and Genting own their own aircraft. Genting has business jets based in Asia and the US. These are managed and operated by 3rd party operators on the casinos' behalf that's why its not common knowledge , plus the need to be discreet. You can see them on the tarmac at Changi and Macau. All white and no branding livery of any kind.
If the politicians really want to save money, your way is definitely not the way.They should just fly commercial ( plenty of empty First Class seats these days) or charter a private jet from the many commercial air charter companies on a pay-as-you-use ad hoc basis. No headache or wasteful and extravagant financial outlays and commitment running into millions.! Many multi millionaires who used to own jets have sold theirs and charter when they have to.

After all, Stomasick/PAP/Singapore Govt. could have taken one of the recently retired SQ A380, or the previous A340 and outfitted it in luxury for Jinx and The Gay One. If they put gold faucets, a pool table, stripper pole, etc inside the plane and use it exclusively for Gay Loong and Whore Jinx, I doubt if you would get more then a mild protest from oppos. 70% kong cheebye will still vote them the next election. As you said, they can ride in any flying contraption they want to. But the point is, it must be subject to some form of oversight or public scrutiny, especially since public monies are involved.

This jet was acquired by ST in 2012 ostensibly for training purpose. It cost close to USD55M and to hide from the MOF and the cabinet it was secured with a 20 year loan and so in ST books its an annual outlay of $3M.
Aunty and her husband no longer travel by SIA unless it trade delegation or accompanied by other Ministers.
It also used by to visit the Temasek Office in San Francisco opened conveniently in 2016.
