No proof of course. Many people are speculating what was the reason for the move.
A simple move to initiate. Took decades. Took one HSK to implement. Were previous ministers sleeping or HSK just trying to be different by being responsive. Honestly, whether published or not, we know where parents would aspire to send their kids to.

I recalled last year, one of the top PSLE student was from PRC or was it GCE "O" Levels?

Technically correct. A number of their parents are made in China or themselves also made in China before becoming citizens.
Top PSLE students are always singkies bro. Foreigners come in mostly at secondary level.

There are many foreign students in our primary schools and that has been the case since ten years ago with the numbers rising steadily over the past decade and with many of them in the neighbourhood primary schools. The predominant source countries are China and India with a smattering of Vietnamese, Cambodians, Myanmarese, Thais etc. The Filipinos have been rising in numbers in the most recent 5 to 6 years. But these Korean PDMMs were typically very nice people who were disciplined, law-abiding, cooperative and helpful in the schools unlike the typical PRC PDMMs who tended to get up to all kinds of nonsense and were not interested in helping the school community at large, being basically takers without giving anything back to the community.

And all these have been the side effects of the immigration trends. Some schools in the Katong area used to have sizeable Korean populations as well in the early 2000s until the Korean economy tanked and the won took a dive. These were the kids of the Korean versions of PDMMs who brought their kids here to study because they wanted an English education while their fathers (generally upper middles class professionals) stayed in Korea earning won salaries. But these Korean PDMMs were typically very nice people who were disciplined, law-abiding, cooperative and helpful in the schools unlike the typical PRC PDMMs who tended to get up to all kinds of nonsense and were not interested in helping the school community at large, being basically takers without giving anything back to the community.
