SINGAPORE - The citizenship application of a woman who has been a Singapore permanent resident (PR) for over four decades has been denied.

In a Facebook post yesterday, Member of Parliament for Tampines GRC Mr Baey Yam Keng said that the unnamed PR sought for his help to support her citizenship application during a Meet-the-People's session on Monday night.

The unnamed PR had married a Singapore citizen and has four children and six grandchildren - all Singaporean.

"She has no close ties with any relations back in Malaysia and is afraid that one day, she might be forced to return to her home country, especially when her husband just passed away," the MP wrote on Facebook.

He said in an interview with Shin Min that in his years as an MP, he has encountered several of such cases. These PRs have been living in Singapore for many years and normally wish to be granted citizenship but they are often unsuccessful, said Mr Baey.

Mr Baey also understands that the government "does not want people to become citizens just so that they can tap on government resources." However, he added that should the elderly PR one day require medical treatment, the burden will in turn fall onto her children, who are Singaporean citizens.

He hopes that his appeal for her would be a success and that the government would be more sympathetic towards such cases.

"I am sure fellow Singaporeans will not begrudge someone who has helped to build a family of 10 Singaporeans and raised men who are defending our country, " he further adds in his Facebook post.

Coincidentally, Mr Baey in Parliament had asked for a breakdown of the number of permanent residents who have resided in Singapore for 20 to 29 years, 30 to 39 years, and more than 40 years. He also asked for the percentage in the respective groups whose applications for citizenship have been rejected; and the reasons for these rejections.

Deputy Prime Minister Teo Chee Hean, in his written reply, said: "Based on available data, around 10 per cent of the Permanent Resident (PR) stock have been PRs for 20 or more years. Among those who have been PRs for 20 years or more, about 8 per cent had previously applied for Singapore citizenship and were unsuccessful in their applications.

"Every application for Singapore citizenship is evaluated on a range of criteria, including economic contributions, qualifications, age, family profile and length of stay in Singapore, to assess applicants' ability to contribute and integrate into our society, and commitment to sinking roots. For those with family ties to Singapore citizens, we also consider the local sponsor's ability to support the family. As applications are evaluated holistically, there may be a number of reasons, taken together, for rejecting an application."

Yet there are many foreigners who are given automatic citizenships ...no need for PR. Lots of them work for ASTAR.

Would an MP ask the minister how many naturalized citizens are there who never had PR?

Let's have transparency on the criteria on citizenship and PR. The current system encourages corruption.

Actually, sometimes they don't know how to do so, or even they are able to do so. Rest assured, these people are decent folks, don't know how to get $8 heart bypass. If 40 years, she is a Singaporean la, don't know which PCB pencil pusher at immigration have no heart, go reject the application.

Agree with the rejection. Last time she has opportunity, but want to game the system and enjoy best of both worlds. Too bad her gambit failed, so she has to suffer for her past decision.

This baey yam keng really trying to screw sinkies by fighting for foreigners to take advantage of limited resources in sinkieland.

I have met many PRs who has been refusing to apply for citizenship so that they can enjoy benefits from both countries. Foreigners who has been enjoying a free ride should not get special treatment.

Indeed. One would think it is a simple concept to understand -- that MPs exist to assist citizens, especially those who are their constituents. That is the purpose of a meet-the-people session. By posting his encounter on FB this Baey character has now opened the floodgates for every foreigner with a half-baked problem seeking help from Singapore MPs.

She has lived here for decades ...she probably depended on her husband who didn't have the initiative to get her to apply for citizenship.
She has enough ties here and she has enough children to support her. We take in so many Ah Tiongs, yet we can't give citizenship to people who have demonstrated commitment and ties to this land?

Sometimes it is just easy to read & do not find out, I have a colleague who is from from Malaysia, worked here for 3 decades, PR, received a retrenchment package went back home to Malaysia & revert back to Malaysia Citizenship.

For 40 years...she never once applied for PR?? or have she being living here illegally for 40 years..that means since 1973?? something is not right!

If she is that dumb to not think about citizenship, then why does she deserve to be citizen? But if she is not that dumb, then she has only demonstrated her commitment to her country of origin by refusing to take up singapore citizenship.

On the other hand, I would give higher priority for citizenship to a younger foreigner who only held PR status for a few short years. This tells me the foreigner is more committed to become Singaporean, instead of trying to game the system and enjoy best of both worlds for as long as they can.

You are wrong. Citizenship is a precious commodity that should only be given to deserving individuals. People who has demonstrated their disdain for singapore citizenship by staying on as PR for decades should be rejected.

Those PRs who apply for singapore citizenship ASAP should have priority.

Not just show the money, but ensure that a substantial amount is invested here to create jobs, and not just parked in financial instruments that does not benefit singapore.
