agree absolutely...even if a tender was necessary, there would be many temptation/s in the form of kick/fuck backs as there are lots of it - outbound tours, physical and educational enrichment vendors etc and for him, the whole trouble was the hole trouble.The lady vendor is quite pretty for her age.

The episode could have been resolved internally within the boundaries of MOE. CPIB didn't have to get involved. He must have made a few enemies on his way to becoming Principal of several top schools, including Chinese High and River Valley. He didn't pocket any money, and he could have given the contracts to anyone. As long as MOE didn't insist tender was necessary, and vendor did a good job at a reasonable price, really there is nothing wrong.

Did he give contracts to the female vendor in exchange for sex ? Apparently it wasn't something that required a formal tender. He could have given it to anyone, just like RC giving jobs to grassroots leaders.
If the female vendor carried out the obligations under the contracts to the satisfaction of the contracting parties, and that prices agreed were fair and reasonable, it didn't matter if they had had sex, as long as sex was not used as a means to win the contract.
We should not dabble into the personal life, especially sex life, of a civil servant. The crux of the matter is he did not pocket the money. He could have been dealt with internally. There is absolutely no need to shame him in public.
When LKY was caught for getting "special" discounts for some condos, he explained it as getting an extra egg. I'm sure most Sporeans can understand that, after all it's just human nature if you are a corrupt, to take advantage of the system.
I am not saying LKY did anything wrong as he was never jailed, punished .... , we all know that LKY was a highly respected statesman
There was SATISFACTION all right!... the point is not what he does or doesn't after hours or privately, the point is he was supposed to be 'clean', who he does, did or done with a person or entity that contracts had been awarded, implicate him to be 'dirty'.

The former school principal is only charged with giving false info over affair. How come he was not charged for corruption?

I would say the point is whether he ran foul of the law, whether he did something illegal. What can be done under the law and what cannot have all been spelt out clearly.
What is clean and what is not is very subjective. The charges have yet to be proven, and we should not rush to condemn him. The relationship between a principal and a vendor might have begun on arm's length, but the law does not dictate that you cannot fall in love with your vendor at a later stage, and after falling in love, having sex.
So why subject him to such public shaming when nothing is proven yet?

therein lies the crux (and crotch) of the matter and it's a cuntflicting interest on his part..........Would this woman vendor start an affair with someone who could not give her contracts? Would this principal give the contracts to a woman who could not provide him with sex? This is where gratification is defined. So, nothing wrong?
