This seems to be a “从轻发落" (leniently dealt with) case.

The former school principal is only charged with giving false info over affair. How come he was not charged for corruption?

He obtained sexual gratification from the woman who has business dealings with the school where he was at the helm? Is this more serious than giving false info?

The episode could have been resolved internally within the boundaries of MOE. CPIB didn't have to get involved. He must have made a few enemies on his way to becoming Principal of several top schools, including Chinese High and River Valley. He didn't pocket any money, and he could have given the contracts to anyone. As long as MOE didn't insist tender was necessary, and vendor did a good job at a reasonable price, really there is nothing wrong.

Clearly someone was out to embarrass him, his family and relatives.
