The Singapore Civil Defence Force (SCDF) is responding to an ongoing hazardous material incident at an ice-making and cold storage facility in Jurong.

In a social media post published at 1.53pm, SCDF said it was notified of the incident at No.11 Fishery Port Road about 11.45am on Monday (June 29).

It added that SCDF officers responding to the incident detected ammonia within the premises' compound.

The premises, and two adjacent units at No. 9 and No. 15 Fishery Port Road, have been evacuated.

"SCDF's hazardous materials specialists are at the incident site and carrying out the mitigation operation," said the agency.

Checks by AsiaOne indicate that the said address is the registered place of business for Jurong Marine Cold Storage (JM Ice).

On its website, JM Ice describes its business as manufacturing of food grade ice and subletting of cold storage space for frozen food stuff.

Ammonia is a widely-used refrigerant used to absorb heat and cool down water to form ice.

When AsiaOne reached the scene at 2.30pm, at least six SCDF vehicles, including a Hazardous Materials Mitigation Vehicle, and three police fast response cars were at the scene.

Police officers were also seen restricting access to the stretch of road in front of JM Ice.

By 3pm, at least one SCDF hazardous materials support vehicle and one hazardous materials mitigation vehicle were deployed to the scene at No. 11 Fishery Port Road.

Members of the public are advised to stay away from the area, said SCDF.

SINGAPORE: Two people were taken to hospital on Monday (Jun 29) after an ammonia leak at a Fishery Port Road compound in Jurong.

The Singapore Civil Defence Force (SCDF) said it received a call for assistance at about 11.45am at 11 Fishery Port Road, which is the location of ice supplier Jurong Marine Cold Storage.

"Upon SCDF’s arrival, ammonia was detected within the premises’ compound," SCDF said. The area was then evacuated.

As a precautionary measure, 9 Fishery Port Road and 15 Fishery Port Road were also evacuated.

SCDF said its hazardous materials (HazMat) specialists traced the leak to a pipe in a room within the premises.

SCDF later said in an update at about 4.50pm that there were no further leaks within the premises.

"The supply valve to the affected pipe was shut off and the leak sealed. Latest readings from HazMat detectors confirmed that there are no further leaks within the premises."

Those evacuated from 9 Fishery Port Road and 15 Fishery Port Road have also been allowed to return.

Two people from the affected area were earlier assessed by SCDF and taken to Singapore General Hospital for exposure to the ammonia vapour. There are no other reported injuries.

When CNA arrived at the scene at about 3.15pm, there were at least six SCDF vehicles along Fishery Port Road behind a police cordon. An SCDF unmanned remote vehicle was also seen.

Some SCDF officers were also resting along the curb between their vehicles, most of them not wearing any additional personal protective equipment.

Outside of the cordon, members of the media and bystanders gathered to observe. Several were wearing blue surgical masks.

Ammonia is a colourless, highly irritating gas with a pungent, suffocating odour. It has several industrial uses, including as a refrigerant gas, in fertilisers and in cleaning products.

Exposure to high levels of ammonia may hurt skin, eyes, throat and lungs and cause coughing and burns.

At around 4.30pm, the cordon was lifted for a dozen employees to enter the area outside the building.

About 10 ice delivery trucks were still parked along the road outside the premises, waiting for clearance to pick up ice for their afternoon delivery.

An employee who did not wish to be named said he felt scared when he heard about the ammonia leak. While such occurrences are rare, it is not unheard of and a similar incident has happened before, he said.

The employee, who had been waiting outside with his delivery truck since about 3pm, said the incident has affected his deliveries.

“We all cannot enter, it is very troublesome. We have to wait, and we have deliveries to make at 7pm, 8pm,” he said in Mandarin.

At about 5pm, the cordon was lifted and SCDF vehicles were seen leaving the area.
