Actually why don't NEA propose the use of disposables and place more rubbish bins? You eliminate the dishwashers, the cleaners, the filthy tray return points and hawkers don't need to pay any cleaning fee.

Why can't they follow what IKEA has been doing ? There is a centralized spot for return of trays, and the shelves are not fixed to the ground. If it's full, it can be moved to elsewhere and be replaced with empty shelves.
