He can easily do that by lifting sanctions on venezuela and iran. No need to take from Ukraine which dunno got oil or not.
Before US planned maidan coup in 2014, ukraine were better off. Listening and becoming allies to US caused Ukraine to owe USD500 billion and lost its mineral and energy rights. So much for freedom and liberty offered by the west.
