Advice needed: which authority to complain to about noise?

A fire alarm at the building next to our residential block has been going off at random times during the day and night. It is especially loud during the night and is affecting the residents' sleep. This has happened for a few days but the building's estate and maintenance office has not done anything about it.

Which is the right authority to complain to about such noise? Would it be the BCA (Building and Construction Authority)?

i call the police - they do everything for you
my neighbours give me problem, i call the police

our police is very friendly and respond immediately to all sos....

Depends on the source of the noise. Most common will be noise generated by construction sites, factories and traffic which are all controlled and enforced by the NEA (http://app2.nea.gov.sg/anti-pollution-radiation-protection/noise-pollution)

For other types of noises the management office in charge of the source should be your first address. If things don't get better keep calling the police. Be mindful though that any noise before 10-11pm will not cause the police to get off their arses. Most residential premises as well as the police use the NEA rules as a guideline. There are no clear cut enforceable laws though.

Call police, SCDF and NEA everytime it go alarm ring
1. Police to settle case example thief/fire
2. SCDF to settle fire even if false alarm just call after few time they sure will issue letter to building owner to settle the problem within certain time.
3. NEA for noise pollution.

Call both NEA and SCDF and watch both trying to tai chi things! They both hate each other!! However best u wake up your MA ideas as calling authorities u sabo your MA and indirectly yourself if there r fines involved.

When call SCDF just said that fire coming out of the building because fire alarm go off. And then said se some smoke but no fire.
When call police said that suspect thief because security alarm go OFF.

When all come what can they do? Just tell them as above.
