A week later the declared his love for his family, and he removed the cat. The house was very much less chaotic now and felt much calmer.

My guess is: somewhere along the line, they've realized the national coffers are emptying and their own political fortunes are dwindling, so the figures have to be revised asap. It's a desperate attempt to get out of the hole they dug for themselves.
