I know someone who is retired & regularly visits Australia. He can stay in Australia for longer than 3 months because he has $$$, but avoids doing so because he would then be considered a resident of Australia & have to pay income tax.

Since he made his money elsewhere, he doesn't think this is right. So he spends his time in places like Bali, Malaysia, Australia,....:)
 
Majority of countries in the World including Australia do not tax your wealth where ever they are. They only tax the amount that you remit into the country if you are resident. If you reside in Australia as a resident and retiree for 365 days a year, you do not pay any income tax if your savings are overseas. You only get taxed for what you remit into the country. In the first year that you get your residency you are allowed to bring any amount even if it $1b and you won't be taxed. The same for majority of countries. Thats the reason why people with sizeable incomes and savings such as retirees go to these countries and not the US. US is good for young families who do not have family fortune.

When a person visit a country regularly, he will need to open a bank account in that country for convenience. This is a smart thing to do, especially so when a person has $$$$$, lots of it.

His friend can afford to stay in a country for a few months and then move to another country for a few months and do that regularly shows that he indeed has a bank account in these countries already and remit to the respective banks. That is why he makes this decision to do it this way...
