You are absolutely right. The MOM is there to only enforce companies and PAP's law and not help workers.
This particular case is about employers lying in their application to get the apppropriate work permits.
Even fast foods outlets do not pay their local staff this much and MOM knows it.

I have hired Locals at my foodcourts. As compared to Foreign workers, they are a real joke !! As if, I owe them a living like that, with attitudinal problems, lazy, etc etc. My foreign workers are much better !!
