馬與國軍圍爐 談募兵制目標

〔自由時報記者謝武雄、黃忠榮／綜合報導〕昨天是除夕，馬英九總統昨天到陸軍司令部與留守官兵代表圍爐時強調，立法院通過兵役法修正案，兵役制度從現行徵兵制改為募兵制，盼募兵制能挑到有意願、有動機能執行國防任務的官兵；而年輕人願接受挑戰是進步的象徵，希望國防部藉此激勵年輕人，讓從軍變成令人尊敬、感動的行業。

馬總統昨天在桃園連趕三個行程，中午在龍潭陸軍司令部與留守官兵代表圍爐，隨後到八德市榮民之家探視安養老榮民，和老榮民一起包水餃、唱卡拉ＯＫ，最後到中壢市清潔隊慰問隊員，讚揚台灣的環保工作名揚國際。

陸總部並安排民國五十七年馬在成功嶺受訓時的排長鮑永鋼現身會場，馬總統看見老排長相當驚喜，兩人高興地擁抱，馬總統直誇鮑永鋼臥倒姿勢一流，讓他們那些大專兵見識到黃埔精神。

馬總統致詞時表示，立法院通過兵役法修正案，兵役制度從現行徵兵制改為募兵制，這是因為役男役期減少，會影響戰力，募兵制可減少服役人數，但盼挑到有意願、有動機執行國防任務的官兵，目標是小而精、小而強、小而巧。

馬總統表示，對年輕人而言，軍事訓練是很有效的訓練，年輕人願接受挑戰是進步的象徵，國防部落實募兵制，用此理念激勵年輕人，讓他們認為從軍是值得尊敬、讓人感動的行業，不但要保國衛民，還要上戰場、防災救災。

馬總統稍後前往台北文山區寓所轄區的興隆派出所，慰勞嘉勉年節期間辛苦執勤的警察；隨後至興安里活動中心發紅包，並到寓所附近的福興宮參拜。

雖然寒流來襲，溫度低且雨勢不小，但等候領取總統紅包的民眾大排長龍，一位牽著小朋友排隊的媽媽笑說，「大過年來沾沾總統的喜氣」；更有民眾要求合照、索取簽名，甚至有人要總統直接簽名在背上。
