PRIME Minister Lee Hsien Loong yesterday spelt out three areas for Community Development Councils (CDCs) to focus on as he attended the swearing-in of mayors for a new three-year term.

They should also continue to strengthen social cohesion, as well as focus on encouraging and enabling self-help, he said.
Four of the five mayors sworn in yesterday are re-appointees - Matthias Yao, Teo Ho Pin, Amy Khor and Zainudin Nordin.
Teo Ser Luck, Senior Parliamentary Secretary for Community Development, Youth and Sports, as well as Transport, was sworn in as the new mayor for North East District. He replaces Zainul Abidin Rasheed, who continues as Senior Minister of State for Foreign Affairs.
PM Lee said CDCs must 'continue to provide platforms for successful Singaporeans to give back to their community'. CDC council members are 'accomplished individuals who dedicate their time and expertise to help in their respective districts'.
Urging CDCs to push ahead with forging community links, Mr Lee said: 'You can marshal resources, link relevant parties and ensure community aid flows smoothly to the right areas.'
Through the networks they have built up, CDCs can pull together grassroots leaders, voluntary welfare organisations and family service centres to help low-income and dysfunctional families, he said.
'CDCs must find more ways to reach and connect the public, private and people sectors.' They must work to reinforce the social fabric and engage residents young and old.
CDCs were started in 1997 to foster community bonding and bring back the kampung spirit. They enlisted successful Singaporeans, especially those not involved in grassroots organisations, to help the less successful.
The nine CDCs were consolidated in 2001 to form today's five - Central Singapore, North East, South East, North West and South West. Five full-time mayors were sworn in on Jan 5, 2002.
Through the years, the role of CDCs has evolved to better meet the needs of the community. First, they took over delivery of social services in 2000, followed by employment services in 2001.
CDCs have also introduced new community activities to meet the challenges Singapore faces. They have championed national issues, such as racial harmony, active aging, emergency preparedness and public health.
All five CDCs today have the same mission statement - 'Assisting the needy, bonding the people, connecting the community.'
CDCs have played a key role in helping the needy during the current downturn. The number of low-income families approaching them for assistance jumped about 40 per cent between October 2008 and April this year.
Jobless people turning to CDCs for help with finding employment almost doubled in the same period.

One of the purpose of CDCs in the early years is to provide a training ground for civil service administrative officers (scholars), for them to be more in tune with the ground when formulating policies for the ministries.
