Are these signs of a "loser"?

My former classmate constantly blames external factors or other people for his problems instead of taking responsibility for his own actions. He often laments: "It is my boss's fault I got retrenched" or "My wife ruined my life by leaving me" rather than looking at what he is able to control. This friend persistently focuses on the negative aspects of life without any effort to change the situation. This is draining for both himself and those around him. Our other former classmates consider this guy a loser. What do you think?

I know one loser blamer.
When he always late for his shift, causing other workers in the previous shift having to wait for him, he blamed on all the transportation but never himself.

When i scolded him for being a ter nao, he put blamed on his mom.
