It's illegal to cook and eat any dog meat in Singapore. In Vietnam, China and Korea (both S. and N.) where there're legal dog meat restaurants, there's still a distinction between pet and livestock dogs. Stealing a pet dog for eating, if caught, will double up the penalty for just stealing a pet dog. Stray dog is in a grey area, just don't get caught and mired in a police case. The last time I ate dog meat was CNY last year, when my Viet girl found an abandoned or lost pet dog, obviously used to be a pet since it was quite clean and well-groomed. That's it's downfall. It looked clean and delicious enough.
In Viet custom, it's good fortune to eat a good dog during CNY and she couldn't resist the find. I had no objection of course. I don't really know how to cook a dog. I only know how to eat.
Basically, she slit the throat and the belly at kitchen sink and drained the blood. Then skin it. Only the thigh and rib sections were retained for cooking. The rest were discarded. It was meaty and declicious enough, diced and stewed through herbal and soya braised gravy.
