Have clearer rules for by-elections

Prime Minister Lee Hsien Loong seemed to suggest that a by-election for Hougang may not take place soon, or only at a time more convenient for the government, when he said that "there are many other issues on the national agenda right now" and "there is no fixed time within which I must call a by-election". I find both reasons puzzling.
Is the Government too busy handling important matters for the nation to manage a by-election at the same time? That cannot be the case as our Government is well staffed, the public sector is known for its efficiency, and the logistics for a by-election are nowhere near that of a General Election.
By-elections were also quite common in the 1970s until the 1981 Anson by-election when the constituency fell to the opposition. With the People's Action Party and the media focusing on the Workers' Party's handling of the Yaw affair, it would be good to hold a by-election as soon as possible so that the voters of Hougang can voice their collective verdict and the matter can be put to rest.
More importantly, the residents of Hougang deserve to be served and represented by a replacement MP they have directly elected, rather than by other WP MPs and helpers.
The other puzzle relates to our Constitution, which stipulates that a by-election shall be held when an MP in a Single-Member Constituency has vacated his seat, but it does not spell out a deadline. This leaves it to the PM to decide on the timing of any by-election.
There were three cases in the 1980s when by-elections were not called for vacated seats: In the case of the single-seat constituencies of Havelock in 1983, and Anson and Geylang West in 1986, when these seats remained vacant for 14 to 21 months until the next General Election.
Isn't it time we review the Constitution to remove any ambiguity, perhaps by reinstating a deadline for by-elections - such as the three-month timeframe present in our laws prior to 1965?
Or the Constitution can require the PM to announce a definitive decision by a certain deadline as to whether by-elections will be called or not. Consider what if, for reasons of political expediency, a by-election is held say two years later? This can theoretically happen under our Constitution, if my interpretation is correct.
