Eating & Drinking On Buses

There're signs on buses: no smoking, no eating and no drinking. While the no smoking sign has been observed or rather, enforced, the no eating and no drinking signs have always been blatantly ignored. Why put up the signs when there's apparently no intention of enforcing the rules?
