Those that are caught must have been doing it for a long time and were just unlucky or lacked discretion. Absolutely. All LKY's previous claims of how above-board in his dealings with the commercial world went down the drain during the HPL saga. His projection as a squeaky clean political leader was badly tarnished. From then, the people had doubts about his integrity and never again believe all that he said. His standing with the public as a totally incorruptible minister was lost and he never regained it.
He related at length in Parliament on the circumstances surrounding the HPL discount. It was covered extensively and intensively on TV. Ever the charismatic speaker many were mesmerised by LKY as he explained where he needed to buy the HPL property. He told sob stories of how his fragile often fell and therefore needed a house without stairs for safety sake. People were moved by his filial piety. But his victory with that speech was very short-lived. As people reflected afterwards, all LKY did was to justify why he needed and bought that HPL property. He did not satisfactorily explained why he took the discount offered and not reported it. The people never look at LKY with the same eyes ever again. The people began to speak of how public officials do things to benefit themselves while meted out most severe punishments on the juniors for the slightest of corruption cases. People's reaction to any public corruption case is one of "If the top is crooked, how to expect the bottom to be straight?"
