The major cause of falling fertility rates is the emancipation of women. They no longer want to spend their days cooped up at home looking after kids. Previously, the roles were clear cut. Either curtail their freedom or the men will have to take on more child caring responsibilities. The government will have to support this as well.

Why only children with families to enjoy the benefits? There are some studies that show that inspite of the high education level, the fertility ratio in some western countries are higher than Singapore. The reason could be that the culture in these countries tolerate child birth out of wedlock. If we want to target fertility ratio as the top priority, other social considerations must take a back seat.

then again, we can't undo certain things. nucleated family groups had eroded the fabrics of our nation since the 2 child policy. i guess it is more pronounced in PRC where we see the inevitable effects of the 1 child policy.

having smaller family group meant less relatives, give it 2 generations and we have a bunch of folks whom are more independent and self reliant, thus forming a more self centred bunch. the saving grace is probably the sense of belonging to a long history rich in culture.

Not that I am MCP or what, but since women are the only one who can get preggy - we have to work on it.

other concerns include high costs - but that is just tip of the ice berg. In today's society - both husband & wife need to work - even if the husband is earning 100K a month, the wife would not stay cooped up at home to look after kids.

this is what i suggest:

a) maternity leave extend to 2 years. During this period, employer must keep the job for the expectant mother - government to subsidies 95% of the pay during this period as well as the pay for replacement. In this aspect, have a pool of "replacement" workers - either through retirees, or mothers looking for part time work only
b) housing grant for parents only - meaning if a couple have children, immediately 10% (or some amount) of outstanding loan is paid off by government
c) free education up to poly or equivalent. Subsidised uni education for Singaporeans only - and subject to the kid meeting the entry standards
d) paternity leave be granted up to 6 months to allow fathers to be part of child care
e) free delivery (cap at maybe natural birth at B class ward government hospital) if they want higher ward, they pay the difference
f) free match-making service for singles - up to maybe 5 sessions.
