The people who have the authority to run the country should have responsibiity for any foreigners who commit crimes or cause social disruption.

Buddy each foreigner to a ministar and make the latter accountable for the former's mistakes. The ministars should also have a different group of foreigners for dinner at their homes every weekend. Let their families enjoy the cultural diversity.

Personally I think something more drastic should be implemented. The Employer's Share of the CPF should be converted into a levy and redistributed to the locals instead.
