You must understand that applying for a foreign passport is unlike applying for a telephone line. One must work out a strategy and overcome the red tapes. It's unlike Singapore where citizenship and PR are forever on jumble sale.

When ? In the pipeline. I don't have relatives in either country, so each time I have to 投石問路。It is not as if I have a ready made support base in a foreign country to receive me.

Marriage is a viable option to obtain ROC citizenship. The law does not discriminate male or female, if that is your question.
