Why do they do this

Doesn't matter whatever office it is. Everytime i use office toilet paper, I just fold it at least 2 to 3 times so that it is thick enough for me to wipe.
 
In Singapore, our Chinese standard must be based on SPH 早报

But I notice 早报 hardly use the word 文员
