Lim Tean was born in 1964 as the eldest son of Lim Chin Teong, a senior civil servant who served as Chief Executive Director of the People's Association (PA) between the late 1970s and early 1980s.

Prosecution Wins Appeal – Lim Tean’s Sentence for Practicing Without a License Increased to Three Months and One Week

Local opposition figure Lim Tean was originally sentenced to six weeks in jail and fined $1,000 for practicing law without a valid license, in violation of the Legal Profession Act. After the prosecution appealed, the High Court on Monday (Feb 23) revised the sentence to three months and one week in prison.

Lim, through his lawyer, indicated his intention to appeal the case to the Court of Appeal. He also requested a deferment of his sentence until April 24, 2026, citing ongoing criminal matters involving his clients. The court approved this request.

Lim Tean, 61, is currently the Secretary-General of the Voice of the People Party and the People’s Alliance. He has practiced law in Singapore for over 30 years. He faced seven charges, including dishonesty, illegal touting, practicing without a license, and refusing to answer investigators’ questions. He denied the charges, but was convicted after trial in the State Courts.

The initial sentence was six weeks’ imprisonment and a $1,000 fine. The judge noted that as a veteran lawyer, Lim had shown disregard for the law, and a deterrent sentence was necessary to prevent similar offenses by others. The prosecution argued the punishment was too light, and the High Court agreed, ruling in favor of the appeal.


Additional Note Under Singapore’s Constitution, a person convicted and sentenced to at least one year in prison or fined at least $10,000 is barred from contesting elections for five years. Since Lim’s sentence is below that threshold, he remains eligible to stand in the next General Election.

Practicing without a license. He should have known better. Allen & Gledhill has more than 100 lawyers and each one renewed his or her license on time. 鼎哥 has no excuse. Bolui is not an excuse.
