It will be definitely be more quiet and civil in Ginza shopping areas and especially on all the Tokyo train lines. I just got back from my 10th trip to Japan. I have seen all different types rude foreign tourists from the United States, Europe, and other different Asian countries Speaking from my own personal experiences and direct observations of my 10 trips to Japan, the most rudest foreign tourists are the mainland China Chinese tourists mostly seems to be from the over 55 years of age group.
