Yeah. though even then he might still not be allowed (by Sg govt protocol) to speak in Chinese during such overseas diplomatic events, as it might not be fair for non-Chinese members of his own team (eg. Vivian Balakrishnan, even though it so happens that Vivian himself can actually speak Chinese, but you get the idea).
