Recently, much has been said about my intention to contest in Tampines GRC. As stated in my comments to the mainstream media, I do not have anything personally against Mr Mah Bow Tan. I have the greatest respect for him. He is one of the most senior Cabinet Ministers in Singapore. He has won 3 general elections and is on the fast track to become Deputy Prime Minister. When PM Lee retires, Mr Mah is a leading contender to become the next Prime Minister of Singapore.

Mr Mah’s highttp://www.blogger.com/img/blank.gifh and mighty status does not however mean that he is always right and that ordinary citizens should not speak up when they see him pursuing polices which have caused great hardship to many Singaporeans. <a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://3.bp.blogspot.com/_97gTacH4hNg/S2uuJjwvpOI/AAAAAAAAAZM/aIShgm1mixQ/s1600-h/homeless1.bmp"><img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;width: 400px; height: 245px;" src="http://3.bp.blogspot.com/_97gTacH4hNg/S2uuJjwvpOI/AAAAAAAAAZM/aIShgm1mixQ/s400/homeless1.bmp" border="0" alt=""id="BLOGGER_PHOTO_ID_5434628854594381026" /></a>Mr Mah’s first policy failure is that he built an insufficient number of HDB flats to meet the needs of Singapore’s population. From 2003 to 2008, the total population of Singapore increased by 17.6%. The number of HDB flats increased by only 1.2%.

The shortage of HDB flats has caused a destructive boom-bust housing bubble to be formed. The prices of resale HDB flats have skyrocketed beyond the means of many Singaporeans. New “subsidised” flats from the HDB have an over subscription rate of 5 to 10 times. If you succeed in getting a flat, you have to wait 3 years or more before you are able to get your flat.

The huge demand for HDB flats is largely due to the increase in population. Over the past 5 years, Singapore’s population has increased tremendously due to the Foreign Talent policy. Given Mr Mah’s senior position in Cabinet, it is uncertain how Mr Mah could have missed this and be “caught off guard”. This is not something that just happen overnight. It has been a steady phenomenon for the past 5 years.
<a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://4.bp.blogspot.com/_97gTacH4hNg/S2uu1Bgq2YI/AAAAAAAAAZU/3LL9kQhWe4U/s1600-h/homeless2.bmp"><img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;width: 400px; height: 291px;" src="http://4.bp.blogspot.com/_97gTacH4hNg/S2uu1Bgq2YI/AAAAAAAAAZU/3LL9kQhWe4U/s400/homeless2.bmp" border="0" alt=""id="BLOGGER_PHOTO_ID_5434629601314396546" /></a>A well documented consequence of the Foreign Talent policy is that it depresses wages in Singapore. Based on CPF data, the number of active CPF members (ie Singaporean Citizens and PR) who earned less than $800/ month increased by 36.8% to 214,448 in 2008.

At current prices, a HDB flat is NOT “affordable” to a family that earns less than S$1,500 a month. The rise in the number of people earning less than $800/mth means that there is a significant rise in the incidence of families that earn less than $1,500 a month and cannot afford a HDB flat.

Such families typically have to rely on renting heavily subsided flats from the HDB. It is here that Mr Mah made his second policy failure. It seems that Mah Bow Tan's HDB does not think it should rent flats to Singaporeans who could no longer afford a decent flat. This is further reiterated by MM Lee recently that PAP's direction is that they do not want to rent flats to Singaporeans as far as possible. In fact, even when people are forced to sleep in the wild, in the parks, along the beaches... etc, PAP has maintained such a strong stand ever. They would rather rent HDB flats to foreign workers than renting them out to Singaporeans. <a href="http://theonlinecitizen.com/2010/02/sers-flats-to-be-rented-out-to-foreigners-again-this-time-in-bedok/#more-19501">The Online Citizens' article</a> has a special report on this unusual phenomenon happening in Singapore, under the nose of PAP governance.

Statistically, from 2003/2004 to 2008/2009, HDB decreased the number of rental flats by 45.5%. As a result of this hard hearted policy, the waiting time to rent a subsidized flat from HDB has jumped to between 17.5 months and 25 months. Just not so long ago, right after GE2006, HDB has announced the demolition of a few blocks of rental flats in Mr. Low Thia Khiang's Hougang constituency. I also know that HDB is actively trying to get people who are staying in rental flats to get out. It is interesting to know that while HDB is actively reducing the number of rental flats for Singaporeans, they have been actively increasing rental flats for foreign workers here. It really makes me think about whether HDB's priority is to serve Singaporeans' housing needs or rather, the foreigners. <a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://4.bp.blogspot.com/_97gTacH4hNg/S2uyv8PbAWI/AAAAAAAAAZk/uqNZDGMMgXE/s1600-h/homeless3.bmp"><img style="display:block; margin:0px auto 10px; text-align:center;cursor:pointer; cursor:hand;width: 400px; height: 300px;" src="http://4.bp.blogspot.com/_97gTacH4hNg/S2uyv8PbAWI/AAAAAAAAAZk/uqNZDGMMgXE/s400/homeless3.bmp" border="0" alt=""id="BLOGGER_PHOTO_ID_5434633912047042914" /></a>This long waiting time for Singaporeans to rent a subsidized flat is in sharp contrast to foreigners who come to Singapore and work in the integrated resorts. These have been offered subsided housing IMMIDIATELY in the prime Toa Payoh district. For more details, please refer to the following <a href="http://theonlinecitizen.com/2010/01/hdb-flats-a-precious-resource-for-foreign-workers/">article</a>.

Unable to “afford” a flat (because of Mr Mah's HDB policy) and unable to rent a subsidized flat (also because of Mr Mah's HDB policy), the natural outcome of such disadvantaged Singaporean families is to become homeless. Singapore does not publish statistics on the homeless. The official position of the Singapore Government is that there are no homeless people in Singapore. The recent tent shanty which sprouted in Sembawang Park, Changi Beach, East Coast Park, West Coast Park etc shows that this is not true. How many how many people have you seen sleeping in the common areas when you walk through the HDB estates in the small hours of the morning?

Mr Mah’s policy failures have given rise to a small but growing number of homeless Singaporeans. Closing his eyes and pretending that they don’t exist will not make these homeless Singaporeans go away. Given his track record of monumental policy failures, would you want to entrust Singapore’s future to him? Maybe he will just give the same old catch phrase, <span style="font-weight:bold;">"I am CAUGHT OFF GUARD"</span> that his HDB policy has resulted in this growing number of homeless people.

Mr Goh

Mah Bow Tan is going to be "caught off guard" by lack of enough carpark lots surrounding two soon to complete HDB blocks in Tampines St 22 and one ongoing construction block opposite at St 21. The carparks are already experiencing problems meeting the needs of resident car owners as well as guest motorists. Unless cars can float in the air, Mah Bow Tan is failing his own precinct's constituents yet again.

Why can't NSP set up informal meet the people sessions in coffee shops at Tampines. You know help the residents draft letters and advising them on logical course of action for their problems. If that is not showing care and concern, nothing will.

I have one question, do you think it is better for you not to publish this information as you sort of let them know your strategy liao and thus they have time to rebut you or do something to "save" the situation?

Or do you think it is better for you to publish this now to let internet circulate and thus raise awareness and support for you?

BTW, it is a good statement.

Wait GMS uncle retorts, if there's no homeless then he worry. Homelessness is good. Even Japan and France have homeless people.

It is OK. Winning or losing an elections is secondary other than getting the right things done. If my continuous taunting on HDB will make Mah BT on the ball and does something right, then all Singaporeans will benefit.

There are many issues ahead and I think Mah BT cannot solve these problems overnight. These problems are the result of years of mismanagement. It will take HDB to spend at least 18months to build new flats.

Problem is the law. If NSP does that you can expect the authorities to throw the book at them under the usual illegal gathering, gathering without a permit etc etc.

Just to add don't know how to solve, lacks the imagination to solve and could not careless to solve. Keep up the pressure and good work.

I don`t think Mah Po Tofu will be the next PM. One of the Lee grandsons will be, I dun see them letting someone with an angmo wife become the PM.

I shudder at the thought that this guy will be the next PM... What has he done to deserve this recognition? Best salesman? Hell, he is not even born a "LEE"....

Wow..this is a politically correct answer. :D Should post on your blog too!!!

After TOC broke the story of homeless people at Sembawang Park, and after MCYS and Minister for Community Development, Youth and Sports (MCYS), Dr Vivian Balakrishnan, reportedly visited the grounds, Nparks stepped up their enforcement of campers at the beach.

Judging from the way the homeless and the campers were treated, I think Singaporeans will be warmed to know we have such efficient public servants who are determined to keep our beaches clean of such homeless Singaporeans.

Gahmen has a lot of heart, very take care their people one.

As one commenter said, in Singapore, "if you must die from poverty, die quietly."

From "The behaviour of little Lee Kuan Yews", The Online Citizen:
Over at Changi beach, the homeless were treated just as badly. After the minister of MCYS’s visit, the campers were harassed for days, sometimes two or three times a day by Nparks officers, the campers told us. It is believed that these officers included those from other Nparks branches, such as East Coast, who were roped in to help rid Changi beach of the campers and the homeless, apparently.

The verbal threats by these officers were more blatant as well. “I do not want to see your face [here] anymore,” one lady was told by an Nparks officer. She was there to visit her friends who were fishing. She refused to oblige and has continued to visit Changi beach.

The “rules and regulations” and conditions as laid down by Nparks officers which the campers had to adhere to seem ridiculous at times. The campers were told that they had to be by their tents when Nparks officers come round to conduct their checks – at any time of the day. If they were not by their tents, the officers threatened that all their belongings would be confiscated, including clothings, tents, fishing equipment. If they wanted to retrieve their confiscated belongings, which would include children’s clothings as well, they would have to go to the Nparks office and pay S$300, the campers were told.

I think that he has a very good chance. If you look at his resume (http://en.wikipedia.org/wiki/Mah_Bow_Tan), he has served in all of the key government ministies that a future prime minister must serve.

Since the news broke that Tampines might be contested, MM Lee,PM Lee and SM Goh have all come forward to defend him.

Tampines will be his baptism of fire. If he wins with a huge majority, he will probably be promoted to deputy prime minister and be in line to become the next prime minister of Singapore.

This will most probably in 2017 when PM Lee retires to take on a SM position like his father before him.

I see it from a different light.
Whether MBT will be the next PM or not, GMS is clever to have started the statement with good words about MBT.

It sort of give MBT some face/respect and kick start this into a friendly debate. MBT will feel siong a bit and the public will see it this way?

Mah Bow Tan is more senior than Teo Chee Hian.

In terms of seniority, Mah is above many people apart from Goh CT, PM Lee and MM Lee. He started contesting elections at the age of 36, only lost to Chiam See Tong. He is the only minister that has the experience of losing an elections.

Such experience will add to his strength, rather than making him weaker. 1988, won his second elections in Tampines. Tampines GRC wasn't contested in 1997. He won all the other elections in Tampines, 1991, 2001 and 2006. A total of 5 contests winning 4.

If we count from 1984 as his first political engagement, he has a total of 26 years of political experience. This is rare among the ministers. In fact, he started off together with PM Lee himself!

He may not be the Prime Minister now but he definitely has the long standing experience to be appointed as the DPM.

It doesn't matter whether NSP win or lose the election. The important thing is to get the points across and be heard. There is no need to hide. Only those who intend to deceive and mislead will try to hide/distort their information, making it as untransparent as possible.
Thank you GMS and NSP for voicing out the woes of the common sgreans.

ppl in singapore shouldnt be driving ... pls take public transport like ppl in other busy cities eg NY, HK ...

so many empty plots of green space in bukit batok have been converted to carpark space ... i miss the open spaces !

since the great transport debate some months back, mah's equally highly- paid colleague raymond has since disappeared to hide behind the woodwork, and there hasnt been much improvement in public transport - maybe this is one reason sinkees continue to want to own/drive cars ...

another thing is - the other multimillion dollar earner GCT had promised 'more good years' + 'swiss living standards' ... leading many sinkees to believe that car ownership is as attainable here as in other developed nation like australia, US, etc. - a fallacy ofcos ... how many more lies b4 sinkees can see the truth ?

i suppose these are 2 main reasons why sinkees want to drive, but by now, they should realise they ought to use public transport ...

Please correct me if I'm mistaken, but isn't he the only current pap mp who has lost an election?
It's precisely because he is so senior that he should not be appointed as the dpm, which sholuld be a position for potential pms who are younger than the current pm.
It's good of you to say that winning is not the key, but that the welfare of singaporeans come first. Remember to say this at the election rallies and in the press as much as possible.
Have you noticed that some things are changing for the better already? This once again proves that singapore needs a strong and vocal opposition to speak up for the people. Keep up the good work.
