Blocks 1 to 21 has it for many many years.....more than 20 years. Think it was experimental, then it kinda stuck and now it's a permanent feature. Quite lechey coz whenever I visit I had to either call the occupant to buzz me in or wait for someone to open the gate to the lift lobby.

This is not known as bto.
It's sbf I.e sales of balance flat.
Means hdb repossessed those old flats due to various reasons from ex owner and resell to the market as a new flat application.
