1) To deal with Pandemic that will never go away in his life time
2) To deal with decaying lease of 80% HDB
3) To deal with greying population with insufficient CPF for retirement
4) To deal with young and learned voters smarter and more intelligent than majority of PAP cronies.
5) The challenge of leading 4th and 5th Gen of PAP MPs whose heart is for money and not sacrificial cause.
6) The constant breakdown of massive network of MRTs
7) The challenge of picking future president with colors
8) The Inability to debate well with increasing opposition in parliament
9) Unable to fulfill "EAST COAST PLAN"
10) Force to make PM Lee the MM or SM against his own wish
11) Answerable for various lapses in the ministries across the board
12) His inner conscience cannot continue to allow PAP dirty politics as before.
13) Answerable to Singaporeans for CECA legacy failure
14) The plunging economy, the increase in poverty, the more grievances and more talented people joining opposition members.
Heng is outnumbered by all the weak PAP members, against stronger opposition members. He has no confidence to solve most of the above issues. His talent is limited, his hands are tight, his minds are locked and there are many instructions he was forced to follow. He has no idea the amount of reserves and forced to do bad things by upping GST (coming soon), collection more taxes and more hikes.
It was a complete mess and disaster left behind by LHL. Heng didn't want to be scapegoat for LHL.
I can see a more happier Heng after his announcement to step aside, on national TV, than before.

Woody Goh Chok Tong is another complete disaster, with no benefit of hindsight, for picking Heng and touted him as a 4G leader. He committed two extremely grave mistake in Singapore history - 1) picking LHL as his successor, 2) picking Heng as 4G leader.
Woody Goh, is a stupid asshold with no foresight no leadership quality. His million dollar salaries is an asshole, self raided from Singapore reserve and he doesn't even deserve a "mediocre" $500K annual salary judging from his performance. Goh Chok Tong is fucked by bad legacy. Tall Order, his book should be deshelved and re-viisted for all the wrong he did.

Woody opened the flood-gate. Heng promoted CECA, Pinky Lee & wife diluted Singaporeans Core. Yesterday Heng stepping down is a slap on Woody face, a self created karma and kicked Pinky's ass. MSM will keep it low profile in days to come.
He may be smart, but not worldly.
I think one of his biggest reason for not wanting to be the next PM is his health. He suffered a life-threatening brain aneurysm and he doesn't want to kick the bucket so soon after becoming PM. Very stressful to be PM when he has so many 4G eyes watching his every move and praying for his downfall.
