This problem happens like this when we cbf why 40%=10chairs and 60%=83chairs here's where the root of the entire problem you state.

We elect them they represent us and in the Parliament they vote to increase means we vote to increase the refund date. End of story, legally.

40% means we didn't allow blank cheque they got less than 2/3 but why they got much much much more than 2/3 of the overall chairs, the system is flawed.
