This is an interesting question. However, the generality of your question speaks to your sloppiness in thought, and your simple mind. Think it out 2more steps. WW3 would almost certainly involve an exchange of intercontinental ballistic missiles. In which case, it will be over in a matter of hours. And Singapore being a strong regional ally of the US with many US military orgs and bases here will certainly be the target of one or 2 MIRVs. In which case, there will be no worry about empty NTUC shelves. So, there is no answer to this, because we will cease to exist.What if NTUC Fairprice shelves are all empty? If there is WW3, Malaysia will keep the essential food and stuff for herself. Cargo flights will be disrupted. Container ships may not arrive. What is the point of building so many HDB flats and private condominiums when food prices are going to skyrocket during war time? What will happen to the Singapore dollar? What is the point of 6.9 million population? Can we survive WW3? Can Singapore survive WW3?

What you are describing is more along the lines of a pandemic situation, lets say more serious then Covid, whereby the nations of the world close their borders to anything ingoing or outgoing. In which case, Singapore will not be able to get any food supplies, or energy, or anything essential to daily survival. Other countries who have enough land can grow their own food and have their own water sources. It will take time, but it could happen. In Singapore's case, the situation will be dire. But if the PAP has the balls to play hardball, we can be able to survive. It will not be easy. But i don't think the PAP has the imagination or the balls to do it.

That is assuming China has very accurate MIRVs. Any deviation will probably send it to Malaysia or Indonesia. Even if accurate, the nuclear fallout will affect both countries, and ships will have to steer clear of the Singapore Strait to prevent nuclear contamination. Therefore, in my opinion, the probability of an MIRV landing on Singapore is zilch, unless Xi Xia Xuay goes mad hurtling CCP towards self-destruction. A more likely scenario is economic, financial, food, medicine, essentials, etc sanctions by China on Singapore, which is only likely to make life tougher for you and I.
A better choice for Singapore would be to strengthen ties with our southern neighbors, Indonesia, Australia and New Zealand. We need to be able to secure our food and essential supplies from these 3 countries as they are the nearest to us with the least potential for disruption of supply lines during a world war. The government should encourage our enterprises such as NTUC, Sheng Shiong, Prime, Cold Storage, etc to set up ties with the farming communities of these countries and invest in them. To secure the supply lines, the government might need to set up its own container ship and cargo flight arm in conjunction with the air force and navy.

The only way I can see this happening to save singapore is like i said. Play hardball. We have 3 things in our favour. A strong military. assets that other countries own in our country. And the citizens of other countries living here that will be our hostages. If all the world shuts down and the Malaysians close the borders, and every country stops trading with every one, and we are left by ourselves, we have to do the following steps:
1) Freeze the assets and accounts of all foreigners in singapore. Any foreign company with an offshore account here needs to have it frozen. Foreigners that own property here will have their assets seize. That includes all the ships in our port. We need these ships, as we do not have NOL anymore.
2) Mobilize all our soldiers including reservists, and have them standby
3) Implement food and water rationing immediately
4) Confiscate all oil products in the refineries at Pulau Bukom and on board any tankers we seize. This will give us enough oil to run our power plants for a few months.
5)Implement selective brown outs and blackouts to save electricity
6) Start informing all the countries with big populations here that we cannot feed their citizens, since its a singaporean first policy. So, their citizens here will die. We can send their citizens back to them but it will cost them. eg. for Indonesia 10,000 citizens for one tanker of oil. Or for china, 10,000 PRC citizens for 1 container ship of canned food. etc. It will be a food or essentials for lives exchange. But so what. They can let their citizens die, or they can give us some food, which they know they can replenish etc.
7) As more citizens from other countries get repatriated back for stuff we need, there will be less pressure to feed so many people
8) Invade Batam. Batam island is 1600 sq km. They have water, they have farms, they have land. And its lightly defended. The intuitive thing would be to invade Johor and malaysia. But they are too strong militarily and also too close. We leave ourselves open to easy and quick retaliation from them.
9) Once we have Batam, we can take the other neighbouring islands too and embark on a crash course of farming to grow as much food as possible. Some significant portion of the singaporean population might have to be relocated to Batam so as not to put as much strain on the resources.
10) All fishing boats will be confiscated and put to use. Fish and marine products will have to be our main source of protein, until pig, and chicken farms become productive in Batam.
That is how we survive. Whether PAP and the SAF has the balls or not, that is a different issue.
