Good questions. Why the gahment have not thought of building an army of esential construction workers and traders with plumbing, water and waste installation, concrete and reo skills available if a war break up.

If buildings were bombed, the army can demolished the building, salvage the building parts to rebuild, reconstruct, to keep the people safe and supply of water and sanitary avaliable.

If there are skill trades avaliable there will be many countries able to supply building materials to you... free, loans or IOU Notes.

Or to build for armies to support the war with building bunkers or military facilites during the war.

Singapore will not be bombed by another country. I guarantee u that.
