I think this is no longer about containing the virus but containing the fear on the streets. Confidence needs to be restored before the markets will improve. The people are experiencing a dissonance between the anxiety they feel from media reports and the half-measures by the government.

Look at how malaysia do the lockdown everyone stays home and get salary. If boss cannot afford pay workers then apply grant from government but show proof. This make movement contain and no one will risk going to work to earn income.
Off course there are some minority trouble maker still against mco. But the police can kick in to arrest them. Every 2 weeks malaysia government review the situation.
