行政長官林鄭月娥昨晚在灣仔伊利沙伯體育館舉行首場社區對話,2萬人報名抽中150人參與(部分人未有出席),30名發言者多是中年人,大部分人有提及警暴相關的問題,有人關注被捕人士進入新屋嶺拘留中心後的情況,要求增加透明度。林鄭表示與警方溝通過,鑒於市民對新屋嶺的運作有關注,以她所知,警方高層已不再使用新屋嶺拘留中心,監警會將重點看新屋嶺內有否發生很多人指控的事。
多名發言者要求成立獨立調查委員會,惟林鄭僅重複之前的說法,稱會交由監警會處理。多人說自己是和理非、「五大訴求,缺一不可」。林鄭也只重申:「五個訴求中,有些我們真的沒法接受,要完全不追究、全部釋放拘捕的人,這個將會對香港法治社會帶來最大最大的衝擊。」有人批評林鄭須問責下台,林鄭稱她同意作為行政長官要負責;但當有人質疑為何沒有官員須負責時,林鄭卻沒有回應。
對話在晚上9時許結束後,場外的群眾要求見林鄭,林鄭最後在伊館逗留了3個多小時,凌晨1時半才步上座駕,在警方開路下離開。
對話昨晚7至9時在伊館舉行,下午5時許,多名警員已在門口戒備。記者入場前,先要在地下大堂排隊登記,然後再上一樓排隊接受安檢。記者須將身上所有物品及器材放在籃子通過X光機檢驗,工作人員又要求記者打開袋子查看,然後著記者把頭盔、豬嘴、縮骨遮、水等物品放進一個大膠袋寄存,待離開時才取回。
場內舞台位置正中央的一邊放了五張供林鄭和官員坐的椅子,參加者的座位則在前方分成三面包圍;座位兩側分別放置了一個大型計時器。過百名記者站在圍欄外,架起攝影機。對話主持人為政制及內地事務局局長政治助理、前TVB記者吳璟儁,他在開始前5分鐘公布,約130人已入場,座位後排有約20張空椅。有約20多名穿西裝、戴耳機的警員,主要站在官員兩側斜後方,另外每邊座位的前排亦坐了數名警員。場邊的通道,再有近20名警員在一旁守候。
晚上7時,林鄭月娥與民政事務局局長劉江華、食物及衞生局局長陳肇始、商務及經濟發展局局長邱騰華、政制及內地事務局局長聶德權一同現身。惟在整場對話會中,除了聶德權發言一次外,其餘三人都沒有發言。林鄭首先表示,有人說這是公關騷,她明白大家的反應,因為過去一段日子,市民對政府及她的信心都下降不少,但指無論多艱難,都應該開始直接對話。
大會以現場抽籤形式抽出發言者,每人發言3分鐘,每輪抽出6人。官員在一輪提問後才一併回應,最後抽出5輪共30人發言。參加者中,部分人戴上口罩,年輕人不算多。大部分發言者為中年人,其中不少人自稱和理非。
大部分人發言時都提到警察濫暴及濫捕的問題,亦有不少人要求成立獨立調查委員會。林鄭回應指,法治是香港的核心價值,即使是執法機關都要守規守法,所以政府支持執法機關工作,不代表容許它們不守規守法,無論任何人犯法,政府都會一視同仁處理。至於成立獨立調查委員會,林鄭稱政府不是反對了解真相,「我哋唯一嘅分別,就係究竟應該用咩方法搵出事實真相。」她指,監警會2個月來加強了透明度,亦邀請了海外專家加入,社會應等待監警會完成調查工作後,再看看是否大眾可接受的事實。
一名中年女士發言時,以「林女士」稱呼林鄭月娥。她指,事件發生至今已過了100天,由最初要求撤回修例到如今擴展到對政府施政、監警會無能、警察濫用職權等不滿,是因為林鄭漠視民意、管治無能,「你同我聽清楚,成場運動走到今日,最大責任嗰個係你!你必須下台!」她要求林鄭不要轉移視線,將政府的施政失誤,推諉到通識教育、房屋、年輕人身上。她又說,前特首董建華及梁振英均獲出席北京的70周年的國慶慶典,「唯獨你一個冇份去,你知唔知點解呀?係因為你搞到成個香港天怒人怨,習主席都恥與你為伍!」
有發言者批評,對話限制每人發言3分鐘,「你同政商界會否限3分鐘?你對大家都唔係一視同仁。」林鄭回應指,她很願意互動,建議如參加者有興趣,可以報名一些「深度對話」,惟需要閉門,因為當深度對話時,許多人都不願意公開。
林鄭又說:「我喺競選期間曾經有句口號係同行『We Connect』,兩年落嚟我喺呢度做得唔好,不但是有人形容係『disconnect』,甚至有啲離地,我知道嘅,所以希望能夠可以改善。」她又指與班子「聽得唔夠」,所以行動予人感覺一意孤行,希望市民理解她及班子對香港社會的關心仍在,「只要有一個機會,我哋會透過保持着對香港社會嘅關心,聽多啲,用心去聽,唔好等有啲事浮晒上面,我哋先知道嗰件事喺社會,原來觸碰咗一啲市民內心的感受,所以呢個工作喺未來嘅日子一定會好努力做。」
另一名身穿紅衣、稱育有3名子女的中年男子,同樣以「林女士」稱呼林鄭。他說自己是和理非,批評林鄭以警察解決政治問題,又問林鄭是否明白未來可能會有前線的人命傷亡。林鄭回應指:「我每日都好擔心,所以我哋優先去做就係要停止呢啲暴力。」該男子繼續說:「你就好似我老婆咁啦,煮咗碟嘢,就話我呢碟嘢好好食、你食啦,其實我真係唔係幾鍾意食。」他說,有參與200萬人大遊行,「而家件事去到咁嘅地步,係你話俾我哋聽和平咁行出嚟,就算200萬人都解決唔到件事。」他又提到,他身邊有能力、有下一代的人,97%都正打算移民或者正辦理移民,林鄭要正視問題。
在30名發言者中,只有少數人指事件為「暴動」,或批評示威者。一名中年女子說,希望成立獨立調查委員會,「調查今次暴動背後嘅原因,如果有議員參與,應該停職調查。」她說警察有做得不合理之處,但不應只針對警察。她又指,教育局局長應該被問責,「放任辱國言論及行為,要恢復中史教育,另外通識科內容應該受監管。」她又稱,新聞處處長應就假記者泛濫、抹黑政府及執法部門等問責,應監管記者發牌,又點名指:「尤其係香港電台,『出政府糧、反政府』,應該由內向外、完全重整,做官方頻道應該做的東西。」
對話和平舉行,結束後,出席者高呼:「光復香港,時代革命」、「五大訴求,缺一不可」、「香港人加油」,林鄭在吶喊聲中離開。
