ISRAELI YOUTH SUFFER HIGH RATE OF SEXUAL ABUSE

The majority of the victims of sexual abuse are young women and girls, some of whom have turned to prostitution to earn money for food, and to temporarily have a roof over their heads.
Sexual abuse is far more prevalent among Israeli youth than drug addiction, according to the annual Elem report presented to President Reuven Rivlin on Sunday.
The report, presented by Elem president Nava Barak, chairman Shlomo Yanai and executive director Inbal Dor Kerbel, found that 25% of the young people with whom Elem is in contact use drugs, although not all are addicted. However, four out of five young people have been subjected to some form of sexual abuse.

Founded in 1982, Elem has helped tens of thousands of adolescents and young adults whose lives are in turmoil. The organization does not always wait for youth in distress to turn to them – Elem activists, cruising in vans, often find youth at risk in the streets, talking to them on their own turf. Many have run away from violently dysfunctional families, with one in five reporting domestic abuse or abuse through social media.
The majority of the victims of sexual abuse are young women and girls, some of whom have turned to prostitution to earn money for food and to temporarily have a roof over their heads.
Most are homeless.
Working together with government agencies and local authorities, Elem provides youth centers, shelters for the homeless, counseling and therapy, as well as training for various jobs so that these people can successfully integrate into the job market, and from there into the workplace.
Elem’s mission is to get young people in distress off the streets and into programs that will empower them to take control of their lives and move in a positive direction.
Two such young women, who have rehabilitated themselves with the help of Elem, told Rivlin that through Elem, they had succeeded in realizing their dreams.

Prime Minister Scott Morrison has warned refugees in Australia they will be deported if they commit crimes, vowing to "punt" an Iraqi refugee who indecently assaulted a child.
Mr Morrison delivered the strong warning after the government cancelled the permanent protection visa of Sydney security guard Mohammed Hassan Al Bayati under laws that allow the government to kick out foreign criminals.

The 30-year-old, who arrived in Australia by boat in 2011, was sentenced to four and half years' jail on Tuesday who kidnapped and indecently assaulted a three-year-old girl.
"This is a sickening crime and this person has no business being in this country," Mr Morrison told the Today show on Thursday morning.

The government has been cracking down on foreign criminals, but it is rare to try to send a refugee back to a country where they face persecution or serious harm.
Mr Morrison said that is no reason not to be deported, suggesting Labor had given out protection visas "willy-nilly" when tens of thousands of asylum seekers arrived by boat.
"Just because you’re on a protection visa, it’s a warning to anyone, we’ll cancel it and we’ll punt you," Mr Morrison told Sunrise.
"This bloke has no right being here. He’s abused the generosity of the country that gave him a new start. And it was absolutely appalling."
Al Bayati will serve at least two and a half years in an Australian jail, before being moved to an immigration detention centre ahead of deportation.

Plans to tighten character test put tens of thousands of migrants at risk of deportation
The prime minister targeted the Iraqi refugee as the government ramps up efforts to deport more foreign criminals.
Since the character test was tightened in 2014, the government boasts it has kicked out 4,000 visa holders who have committed crimes and been sentenced to at least 12 months jail.
The government is now proposing to further strengthen the character test to allow it to deport anyone who commits a crime carrying a sentence with at least two years in prison, regardless of whether any jail time is imposed on the offender.
Al Bayati can appeal the decision, but Home Affairs Minister Peter Dutton was confident he would not be successful.
"Good riddance to him and people like him," Mr Dutton said.
Australia has committed to a range of international conventions designed to prevent refoulement - the forced return of refugees to countries where they face persecution and serious harm.

After a NSW District Court jury found Al Bayati exposed his penis and touched the girl's underwear during 11 minutes away from surveillance cameras, Judge John Pickering on Friday jailed him for four-and-a-half years.

Al Bayati, who arrived in Australia “illegally” in 2011 by boat, and later handed a permanent protection visa under Labor’s rule, will be ejected from Australia under a law which Scott Morrison introduced as Immigration Minister in 2014.
Under the law, the visas of non-citizens are cancelled when jailed for 12 months or more for a serious crime.
“There is no place for him in Australia under our government’s tough border protection regimen,” Mr Morrison told The Daily Telegraph on Wednesday.

“It’s abhorrent and unacceptable that a young child was terrorised by someone that was granted protection in our country.”
Mr Morrison confirmed Al Bayati will be sent back to Iraq.
Speaking on Channel Nine’s Today Show on Thursday, he said Al Bayati was one of 6,500 who turned up “willy nilly” the year of his arrival.
“We will be following that process [of cancelling Al Bayati’s visa] and the Home Affairs Minister Peter Dutton will be moving on that over the course of today and we will be accelerating that process,” he announced.
Al Bayati had responded to a report of an unattended and distressed girl at the centre's playground when he took the girl by the hand and walked her towards the fire exit.

The guard, who still denies the crimes, later returned her to the playground and berated the waiting mother.
Police only became involved after the girl, who cannot be named as she is a child victim, told her father later that day that Al Bayati showed her his "needle" and "tried to kiss my bum bum".
Police later found Al Bayati’s DNA on the girl’s underwear.
"The gall of the offender to lecture the mother about the dangers and risks of leaving her in the play area, when he ended up being the greatest risk, is one of the most curious parts in this matter, Judge Pickering said.

The girl's mother had left both her daughters in the playground as she went shopping.
Judge John Pickering said it was ironic that when she returned, Al Bayati lectured her about the dangers of leaving children alone.
"Any mother should be entitled to leave their children in a busy shopping centre and not have any belief or expectation anyone... would then create harm," he said.

The court heard he had no criminal history and until the offence had made "the absolute best of his opportunity".
With time already served, Al Bayati will be eligible for parole in July 2021.
