When the real war ensues, the European army cannot fight.

1st, they don't have good weapons. Their weapon are expensive to develop. therefore expensive to build also. Since they are so incompetitive, their weapons are progressively lower in quality and can't compete with China who are building better and much more cheaper alternative.

2nd, fighting experience ... without adequate fire cover. Your men on ground are just sitting ducks. Your armored vehicle is just coffin.

So if you want to be strong. You got to pour in money get all those unemployed pickpocket and gang to become your army. Then you can be strong. if not they are just leeching on your coffers, which partly explain your high tax and high social welfare spending.
