In order for that accident to occur, need to breach a series of TSRs to happen. It will be interesting to see the explanations COI give in the future to shift the blame to the BX driver.

A Singapore Armed Forces (SAF) full-time national serviceman died on Saturday (3 November) after he was involved in a vehicular incident at the Jalan Murai training area.
Private (PTE) Liu Kai, a transport operator from the SAF’s Transport Hub West, was operating a Land Rover as part of a field training exercise when a Bionix vehicle reversed into his vehicle, said the Ministry of Defence (Mindef) in a news release.
The 22-year-old lost consciousness and was attended to immediately by the on-site medic. The SAF Emergency Ambulance Service and the Singapore Civil Defence Force (SCDF) were then activated at 10.17am and were on-site at 10.30am.
PTE Liu succumbed to his injuries and was pronounced dead by the medical officers at around 10.35am.
“Police investigations are ongoing and an independent Committee of Inquiry will be convened to investigate the circumstances leading to the incident,” said Mindef.
Army-wide safety timeout on training
It added, “The army has declared an army-wide safety timeout on training with immediate effect, to ensure all appropriate safety measures are in place.
“The army is rendering assistance and support to the family of the late PTE Liu during this period of grief.”

SINGAPORE — Cheerful, hardworking and easygoing — this is how some friends of Corporal First Class (CFC) Liu Kai, a full-time national serviceman who died during a training exercise on Saturday (Nov 4), remember him.

The 22-year-old, a transport operator from the Singapore Armed Forces’ (SAF) Transport Hub West, was participating in a field training exercise at Jalan Murai, near Lim Chu Kang, when a Bionix armoured vehicle reversed into the Land Rover he was in.

He succumbed to his injuries and was pronounced dead by the medical officers about 25 minutes later.

Liu’s friends said he studied at Presbyterian High School and participated in badminton and concert band co-curricular activities.

Mr Matthew Teo, one of Liu’s fellow band members, said he was a “hardworking guy” who never missed any practice sessions, and was well-liked by his peers.

“I used to quarrel with him because (I felt) he had an attitude, but after knowing how hardworking he was as he came on his own on non-practice days to practise, I started to change the way I talked to him,” he recounted.

Undergraduate James Chiang, 21, Liu’s senior from badminton, said he was “deeply saddened” by the news.

“He was always very cheerful and actively participated in all the activities… He was actively making friends.” Liu, said to be a Singapore permanent resident, hailed from China.

The incident on Saturday makes it the third National Service training-related death in 14 months.

Pte LIU KAI would not have died if his mother & father didn't make love here...but elsewhere, he would have lived a full live till 99, instead of 19. NS is killing....
