日本關西國際機場受到強颱「燕子」侵襲，唯一的聯外橋樑嚴重毀損，導致大批旅客受困機場，只能靠著巴士或搭船疏散，中國駐當地使館昨(5)日也派專車接出受困大陸旅客，沒想到竟然要同樣受困的台灣旅客「自稱中國人」，就可搭乘專車離開。

根據陸媒《觀察者網》報導，中國駐大阪總領事館昨日派了15輛遊覽車前往關西機場，預計將750名受困大陸旅客運出，有大陸旅客發文表示，當時滯留旅客中也有台灣人，詢問是否能一起搭車，得到的答案則是「只到你覺得自己是中國人，就可以上車跟祖國走」。

報導指出，有現場大陸旅客事後表示，當時台灣遊客詢問完，便和其他大陸人一樣開始去隊伍排隊，準備搭上中國領事館派來的遊覽車。

台灣旅客受困日本，政府在哪裡？日本慘遭燕子颱風及地震襲擊，造成嚴重災害，來自台中的100多人，到日本北海道參加公司旅遊受困札幌，看到陸客全部被大巴士載走，安置到有水有電的飯店，台灣旅客只能滯留當地，商店的水與食物幾乎被搶光，大家無助慨嘆，「第一次感覺台灣人好像孤兒啊！」痛批政府在重要時刻，沒有及時伸出援手。

台中市民黃嘉文表示，他們5日由台灣出發，團員包括公司員工與家屬多達100餘人，沒想到大家興奮地到日本北海道員工旅遊，卻遇上強颱和地震天災，一行人受困日本札幌，沒水沒電已經2天，本來是來遊玩的旅客，遇到天災莫可奈何，加上當地交通大亂，根本沒有航班，預定行程全打亂，也無法接駁到飯店，完全不知要如何從日本脫困？

受困的林姓旅客說，眼看大陸遊客一早被大型巴士載走，前往有水電的飯店休息，心裡真的很感慨，台灣的政府在哪裡？難道無法為來日本旅遊的台灣遊客提供資訊和幫助嗎？政府不是人民最需要的時候應該要出現嗎？
食物與水 靠導遊設法弄來
「台灣團體只能靠自己，身旁還有台灣旅客需要洗腎！」受困民眾在臉書發出求救文表示，一團上百人，食物與水靠著導遊去搶，動用關係請人從外地做便當送來，「台灣政府至今連個窗口都沒有，更別談有什麼作為！」
黃嘉文說，沒有水電、缺乏物資，從6日至今還等不到飛機，札幌缺水缺電，大家心情浮躁不安，尤其同行的幼童沒奶粉，還要擔心長輩帶的藥物吃完後，沒得補充會出狀況，大家都累到打地舖，但根本無法好好休息。
黃嘉文無奈表示，滿心歡喜期待的北海道之旅變成落難日本，雖然曾經歷過921大地震，但這次是身陷異鄉災區，人心惶惶，不僅日本之旅行程完全泡湯，大家心裡更想問的是「政府在哪裡？我們何時能回到台灣溫暖的家？」

返台旅客怨 導遊比謝有用
昨晚1架長榮航空A330客機搭載293名旅客，從函館機場飛抵桃園機場，旅客陳小姐受訪時也說，原本打算昨天從札幌搭機回台，不料機場因地震關閉，多虧導遊努力向飯店爭取房間，並設法將整團人移到函館，最後還奇蹟似地「喬」到候補機票，才順利回台。
陳小姐表示，當時就連旅行社都跟導遊表明幫不上忙了，但是導遊依舊使命必達，完成不可能任務，陳小姐感激之餘，還不忘揶揄駐日代表謝長廷，「導遊都比他有用！」。

对比大陆和台湾的救援效率，有岛内网友直言，大陆的处理速度相当快，而台当局还要民众发送邮件才能协助，这效率、做法完全惨输大陆，“动作根本慢超多”。

虽然台当局救援台湾民众的效率被狠批，但蔡英文本人对日本的灾情显得更为用心，其推特5日用中日双语对日本受灾民众表示慰问：“日本的朋友，一起加油！”

6日，蔡英文又用日语回复安倍晋三的推特，在日本连续遭受自然灾害的艰难时期，台湾作为日本的友人有“义务”并期望协助日本度过难关，准备派遣40名特种救援人员，还两只救灾犬和必要的设备。她还说，台湾未来也会继续援助日本。
