The NOTAM was posted on the Federal Aviation Administration website on 14 April with an end date of 14 June.
Multiple intelligence sources report that China’s People’s Liberation Army Navy (PLAN) is suspected of operating a high-power lasing weapon at the base or on a ship offshore.
The use of lasers to temporarily blind pilots has been increasing over the years and dates back to the Cold War when US Navy pilots were periodically attacked by lasers emanating from Soviet naval vessels and spy trawlers.

The US military warned Friday that pilots near Djibouti airspace should exercise “extreme caution,” as high-powered lasers are reportedly emanating from near China’s naval base there.
"There have been multiple lazing events involving a high powered laser in the vicinity of N1135.70 EO4303.14," US aviation safety officials said in a Notice to Airmen (NOTAM).
IHS Jane's said the coordinates listed in the NOTAM point to a location 750 meters from the People's Liberation Army Navy base in Djibouti.

The Federal Aviation Administration called the laser activity "unauthorized."
Djibouti is strategically located on the Horn of Africa. The US military also maintains a base in the small country, at Camp Lemonnier. Tokyo and Rome both have a base in Djibouti as well, and France hosts Spanish and German troops at its own base there.
The Chinese navy's base in Djibouti is Beijing's first foreign military base.

【文/观察者网王世纯】据简氏防务周刊4月28日报道,美国军方发布了一份对飞行员的警告(NOTAM),警告他们注意吉布提的“未经授权的激光活动”
“在N1135.70 E04303.14附近发生了多次激光照射事件。在接近这一区域时要格外小心。”飞行员警告说。
这是在中国设在吉布提新军事基地(Djibouti)750米外海域的一个位置。
美国方面于4月14日在联邦航空管理局网站上公布了这段警告,截止日期为6月14日。
据美国方面称,有消息来源称,中国人民解放军海军(PLAN)涉嫌在基地或离岸海域使用高功率激光武器。
多年来,被激光照射而导致暂时失明的飞行员数量一直在增加。使用激光打击敌军飞行员可以追溯到冷战时期,当时美国海军飞行员定期受到苏联海军舰艇和拖网间谍渔船的激光攻击。
