[h=1]Pick up skills to get new types of jobs: Lim Swee Say[/h]
Singapore workers, worried about layoffs, were assured yesterday that new jobs continue to be created.
Manpower Minister Lim Swee Say said that despite the slowing economy, investments continue to flow into the country.
And they are creating new types of jobs in exciting sectors that are themselves undergoing transformation, he added, calling on workers to rise to the challenge by acquiring new skills to take on these jobs.

All workers, whether affected by retrenchment, redundancy or not, will feel the pressure to change," he said.
"Companies are adopting new business models and adopting new technology. My message to (workers) is: Turn this pressure into motivation," Mr Lim told reporters after a career event for the infocomm technology (ICT) sector.

His comments came a day after Health Minister Gan Kim Yong and Acting Education Minister (Higher Education and Skills) Ong Ye Kung highlighted the thousands of jobs available in sectors such as healthcare and IT.
Meanwhile, the National Jobs Bank has about 70,000 vacancies.
By comparison, 9,510 workers were retrenched or had their contracts aborted in the first half of this year, an all-time high since the global financial crisis in 2009.
But retrenchments are part and parcel of the fast pace at which Singapore is transforming and restructuring, Mr Lim said, urging workers to adapt and adopt new types of skills.
However, landing a new job today is not a walk in the park because as companies restructure and transform, the jobs created require workers to have new types of skills.
They also need to know where the opportunities are to avoid a "missed match", said Mr Lim, adding that this can be resolved by working closely with professional organisations.
And even if job seekers know what jobs they want, they may not have the required skills and experience that employers want.
To overcome this "mismatch", the Government is speeding up efforts to put in place training and publicise the skillsets required for various careers, he said.
"We will do our very best to make sure the accessibility of these new jobs will keep getting better," he added, pointing out that more employers are open to the idea of taking in older workers or those with little or no industry experience.
His ministry is also asking employers taking part in its job fairs to specify which jobs are available for workers willing to undergo Professional Conversion Programmes, and which jobs are open to mid- career professionals through the Career Support Programme.
He expects the number of such job openings to grow.
Mr Lim vowed that the tripartite partners - the Government, unions and employers - will also help workers navigate this new job market.
One such effort was yesterday's career event for the ICT sector, at which Mr Lim announced two new programmes.
One will match workers to available jobs in the sector and the other is a mentoring initiative.
One worker who found a job in the sector was 42-year-old Mr Heng Chong Ming, who upgraded both his technical and soft skills, helping him to land a job as a solutions architect in IT firm Ecquaria Technologies. But it came after a three-month job hunt, following his resignation from an IT job in an insurance firm last year.
In that time, he learnt programming skills online, brushed up on interviewing and made a video resume during a course at the Employment and Employability Institute.
"I do have skills and I couldn't understand why people didn't want to hire me. Then I realised the problem was that I didn't know how to present myself and market my strengths well," he said.

Why so many timid and also stupid sinkees being apologetic for Zorro ? LOL !

I would prefer if the bulk of the sinkies got the blue collar type of jobs that paid around $1500 to $2500 a month after working something like 50 hours a week. I notice that when my serfs get paid too much or achieve financial independence, they tend to be too confident, like to talk back and do not act in the best interests of their towkay.

It would be better for Singapore's stability if most of the better paying jobs go to the foreigners. Their spending power would help keep our economy strong and the malls full, while sinkies earn enough to remain happy with PAP and vote responsibly every election.

well, I guess i am going to have to do that. Dr. Wailing, if you read the article, you will notice a very obvious missing stat.

While the PAP is very good at pointing out how many job vacancies are in the Job bank (70,000) and how many workers were retrenched (9510), they have failed to indicate how many workers have successfully found jobs in their new vocation after undergoing the Professional Conversion Programmes and the Career Support Programmes. I mean these programmes have been going on for years. yet, you never hear how many singaporeans have benefited from it. They name only one guy in the article that heng chong ming who successfully found a job after going through the programme. Seriously? These programmes are all bullshit. Lim Shit Say knows this.

He knows the PAP caused the lay offs in the first place because they imported in cheap FT that worked for a fraction of the wages of a local, and have no worker rights protection. They then spend millions (no one knows how much) to start these programmes, hence creating employment for their MIW and cronies. They ask retrenched workers to go through these programmes, even though some are not fit or interested in these new careers. (After all, if you spend 20 years working in a particular industry and are good at what you do, then why should you work in a new strange industry because the PAP caused you to be retrenched?). Once the workers have gone through these re-training programmes, the PAP considers that their duty is done. If the worker cannot get a job after the programme, then it must be his fault. The problem is that the underlying factors like cheap foreign labour depressing wages and taking jobs away from locals have not been addressed.

Where are the important stats? Such as:

How much was spend on these programmes? How many workers found jobs after going through these programmes? What is the cost per worker for a successful placement? How many workers were still unemployed for 3, 6 12 months after the programmes? what is the official review on the programmes? If these worker re-training programmes were so successful, you better believe that Lim Shit Say will be blowing his horn more then he blows a bangla lancheow. They will happily roll out stats e.g. 90% of the workers found jobs within 3 months of completion, and for 90% of their previous wages.

Wow, your explanation's awesome! Are you a President's Scholar, Colombo Plan Scholar, Overseas Merit Scholar or some scholar?

NO job, why pick up skills?? Why f trashes got better skills? How come fresh grads oso do not hv the skills......... blow job or arse ram??

U are 100% right. Look at this quote from the article above:

His comments came a day after Health Minister Gan Kim Yong and Acting Education Minister (Higher Education and Skills) Ong Ye Kung highlighted the thousands of jobs available in sectors such as healthcare and IT.
Meanwhile, the National Jobs Bank has about 70,000 vacancies.

So, if I am one of those retrenched and I undergo a Professional Conversion Programme in either the Health Care or IT field (because according to OYK, there are thousands of jobs available), which employer will hire me, especially when these 2 industries have some of the highest numbers of FTs allowed in to work in them? Its is already shown and proven many times that employers prefer to hire FTs that have no reservist obligations and FTs that they can pay the lowest possible wages that they can get away with. These 2 industries have massive percentages of FTs depressing the wages. Even if I got hired after going for the conversion programme, how can I survive on that salary? Lim SHit Say conveniently forgets to mention all these minor details. If these programmes are so good, then you better believe that Lim Shit Say will be bragging along the lines of "90% of people who took the Professional Conversion Programme for Healthcare found jobs within one month and for close to the salaries they had from their original career". Got hear the bastard say this or not?

SG's ministers are similar to weather forecaste leeporters, jus that the former have the best jobs in the entire universe, and correspondingly well paid with out of this world salaries too.

Weather forcaste : rain in many areas.
Ministers : jobs in many sectors.

You will think.......You in Jurong, no rain. Haaaaa, maybe rain in Changi
You relearn say, IT.......no jobs for you. Haaaa, maybe jobs in F&B!

Actually all over SG no rain. Just an illusion.

I'd like to summarize what I've learned from you after reading your explanations:

Lim Shit Say's call to your fellow countrymen who are (sic) "worried about layoffs" to pick up new skills is based on the following (flawed?) assumptions:

1. Jobs are waiting for those who have undergone re-training or "skills conversion"
2. Employers are willing to hire those who have picked up new skills (a.k.a. skills conversion)
3. Employers are willing to hire those re-trained workers even if the latter are over 45 years of years
4. Re-trained workers don't have to take drastic cuts in salaries when they're hired in their new professions
5. Employers prefer to hire Sinkies to cheaper foreign imports

well put and summarized. But I would add that Lim Shit Say may be a liar, but he is no idiot. Lim Shit Say already has been informed for some time that his "assumptions" u mentioned above are all wrong and have no merit. He knows this, but its political suicide for him to say these programmes do not work and sinkies are still being retrenched with little hope of getting a comparable new job. So, following the standard PAP SOP, they will past the buck on to the stupid sinkie citizen. remember when lifts were breaking down, well, its our fault for overusing it. When trains broke down, well, its our fault, too many people were using it. so, after going thru one of this re training programmes, it must be our fault if we cannot find work.

seriously, if i'm looking to fill a job which requires expertise in ipsecv6 and strong encryption algorithms for vpn access for clients, can a "successful" graduate of the professional conversion program and career support program qualify for the role? not likely. same if i ask for someone who is an expert in precision time protocol and is familiar with partial on-path support and all the clock classifications and itu timing profiles, and can write codes to jointly sync gps, glonass, over the air sniffing with ptp running over ipv6, compensate for asymmetry in frame delay variation, configure grandmasters and edge boundary and transparent clocks. can find or not?

the person has to go way out of the cookie-cutter chobolan lemming path in these so called "feel good" placebo career-assistance superficial sideshows with lofty names (pcp and csp) to learn on hisher own and achieve in-depth knowledge of a specific subject matter with hands-on tinkering before being able to land a role in the tech industry, where most of the higher-paying new economy jobs are. if the candidate is a recently laid off financial analyst from an investment bank or project manager from oil rig construction, it will be nearly impossible to pick up skills to fulfill requirements in the 2 job openings that are mentioned above within a year. those are expertise jobs that require at least 6.9 years of training in comp science or ee and another 6.9 years of experience in related fields. highly compensated job demands these days require expertise in very specific tasks and requirements, not lofty pie in the sky claims with legacy, dubious or vague credentials.
